PBOT is replacing temporary traffic calming installations with permanent infrastructure. Improvements may include poured concrete islands, speed bumps, pavement markings, and signage and will vary depending on intersection conditions and engineering analysis.

Project Description

Installing permanent improvements at the following neighborhood greenway intersections  

  • SE Salmon Street at 11th Avenue, 12th Avenue, SE 20th and 30th Avenue
    • Marked crosswalks and cross bikes, parking visibility setbacks, and traffic calming speed cushions (SE 30th Avenue) and left-turn calming rubber bumps (SE 20th Avenue and SE 30th Avenue). 
  • NE 112th Street and & NE Fremont Court
    • Poured concrete islands and pavement markings.
  • NE 92nd Avenue & NE Tillamook Street
    • Concept design in progress
  • SE 52nd Avenue & SE Alberta Street
    • Concept design in progress
  • SW Illinois Street at SW 45th Avenue & SW Shattuck Road / SW 60th Avenue
    • Concept design in progress
  • NE 53rd Avenue & NE Irving Street
    • Concept design in progress

Project Background

From 2020 to 2024, PBOT's "Slow Streets" program adding temporary traffic calming infrastructure along the neighborhood greenway network. The Fixing Our Streets program includes funding to replace temporary materials with permanent infrastructure. 


What's Happening Now

Construction crews are currently constructing permanent improvements at these places on SE Salmon Avenue: 

  • SE 11th Avenue: crosswalks and cross bikes
  • SE 12th Avenue: crosswalks and cross bikes, concrete separators
  • SE 20th Avenue: parking setback, left-turn calming rubber bumps
  • SE 30th Avenue: crosswalks, cross bikes, and parking setbacks. Installing speed bumps on SE 30th Avenue in each direction of SE Salmon Street and left-turn calming rubber bumps

These improvements will be done by late winter/spring 2026, weather permitting. 

Preliminary design is complete on these other placements and public engagement is in progress:

Project Goals

  • Replace temporary infrastructure with more resilient permanent materials.
  • Increase awareness for people entering a neighborhood greenway from a busier street.
  • Improve crossing opportunities for people walking and rolling on select neighborhood greenways.

Project Timeline

Summer 2025: Design.

Fall 2025:  Public Outreach - Letters sent to residents, businesses, and property owners in vicinity of improvements. 

Fall 2025:  Construction SE Salmon Street at SE 11th, 12th, and 20th, and 30th Avenues 

Spring/Summer 2026: Construction at remaining locations
