NE Halsey Street (80th to 92nd avenues) - Safety and Access to Transit Project

What's Happening Now?

Crews are currently working on the crossing improvement at NE Jonesmore and 84, the traffic signal at NE Jonesmore and Halsey, and microsurfacing and striping the NE Halsey bridge over I-84. 

Construction Schedule/Impacts

Work will take place during standard City of Portland construction hours: 7:00 a.m. to 6:00 p.m., Monday through Friday. PBOT is working to keep disruptions as minimal as possible, but you may notice temporary impacts such as:

• Construction noise, vibrations or dust.
• Limited access to driveways or business entrances at certain times.
• Flagging to guide traffic safely through the work zone.
• Reduced on-street parking near active construction areas.
• Construction equipment stored overnight in the project area.

Sewer, water and other utilities will remain in service during construction.

Improvements at a Glance

• New sidewalks with 20+ trees on the north side of NE Halsey Street between 85th and 92nd avenues.
• Two-way bike lanes on the south side of NE Halsey Street between Jonesmore Street and 92nd Avenue, allowing people to ride in both directions on one side of the street, with concrete protection separating bikes from car traffic to improve rider safety.
• Mini roundabout small, circular intersection at NE 81st Avenue will slow vehicle speeds without stopping the flow of traffic.
• Crossings to help people walking get to places of interest more safely.

Why a mini-roundabout?  

The mini-roundabout at NE 80th Avenue and NE Halsey Street will help calm traffic and make it easier for everyone to move safely through the intersection. Did you know that mini-roundabouts…

• Reduce crashes and improve safety by lowering vehicle speeds and cutting the number of conflict points.
• Improve traffic flow and reduce delays compared to traditional stop signs or traffic lights.
• Lower maintenance and energy costs since roundabouts don't rely on traffic signals or electrical equipment.
• Are designed to accommodate large vehicles, such as TriMet buses, allowing them to safely drive over the center island curb when turning through the intersection.

Background and Project Funding

The goal of this project is to make it easier and safer for people to walk, bike and roll to and from the NE 82nd Avenue MAX Station. The project is the result of the 2009 Eastside MAX Station Area Communities Report and the 2016 Growing Transit Communities Plan. Between 2017 and 2021, NE Halsey Street was among Portland's deadliest corridors for traffic crashes and is now part of the city's High Crash Network.

The total budget for this project is $7.7 million dollars. Sources include a Metro/Federal Regional Flexible Fund grant ($2.4 million), a federal American Rescue Plan Act grant ($2.58 million), a federal earmark grant ($1 million), an additional Metro grant ($900,000), ODOT bridge funds ($412,000), PBOT General Transportation Revenue ($180,000), Fixing Our Streets ($250,000).
