NE Halsey Street (68th to 92nd avenues) - Safety and Access to Transit Project

The Portland Bureau of Transportation (PBOT) is improving safety and access along NE Halsey Street from NE 68th to NE 92nd avenues. We'll add new sidewalks, upgraded crossings, bike lanes, improved curb ramps and more. These changes will make it easier and safer for everyone to travel on NE Halsey.
Construction July 2025 - July 2026
New sidewalks are under construction on NE Halsey Street in October 2025.

 

What's Happening Now?

Interlaken, Inc. began construction in mid-July 2025. Crews are currently working on the north side of NE Halsey between NE Jonesmore and 92nd avenues. Construction in this area is expected to continue through early 2026.

Construction Schedule/Impacts

Work will take place during standard City of Portland construction hours: 7:00 a.m. to 6:00 p.m., Monday through Friday. PBOT is working to keep disruptions as minimal as possible, but you may notice temporary impacts such as:

  • Construction noise, vibrations or dust.
  • Limited access to driveways or business entrances at certain times.
  • Flagging to guide traffic safely through the work zone.
  • Reduced on-street parking near active construction areas.
  • Construction equipment stored overnight in the project area.

Sewer, water and other utilities will remain in service during construction.

Improvements at a Glance

  • New sidewalks with 20+ trees on the north side of NE Halsey Street between 85th and 92nd avenues.
  • Two-way buffered bike lanes on the south side of NE Halsey Street between Jonesmore Street and 92nd Avenue, allowing people to ride in both directions on one side of the street, with extra space (a buffer) separating bikes from car traffic to improve rider safety.
  • Mini roundabout small, circular intersection at NE 81st Avenue will slow vehicle speeds without stopping the flow of traffic.
  • Crossings to help people walking get to places of interest more safely.

NE Halsey at NE Jonesmore Street area

At NE Halsey and NE Jonesmore, a new traffic signal and intersection configuration will allow for more places to cross the street, a new two-way bicycle facility, and improved safety for all travelers.

NE Halsey and NE 81st area

A mountable roundabout at NE Halsey and NE 81st will promote safer vehicle speeds without impacting travel time, and connect NE Halsey between NE 81st and NE 84th by bike lane for the first time.

Background

The goal of this project is to make it easier and safer for people to walk, bike and roll to and from the NE 82nd Avenue MAX Station. The project is the result of the 2009 Eastside MAX Station Area Communities Report and the 2016 Growing Transit Communities Plan. Between 2017 and 2021, NE Halsey Street was among Portland's deadliest corridors for traffic crashes and is now part of the city's High Crash Network.
