The Portland Bureau of Transportation (PBOT) will design and construct walkway improvements, street trees, stormwater mitigation, and street lighting along NE Fremont Street between NE 118th Avenue and NE 122nd Avenue. Planning is underway. Design and construction will follow in 2026-2028.

NE Fremont Street, between NE 118th Avenue and NE 122nd Avenue

Overview

NE Fremont Street provides access to two Parkrose School District schools (Parkrose Middle School and Parkrose High School) and is classified as a Major City Walkway and Major City Bikeway. It is also a Local Transit Service Street, with TriMet's Route 73 accessible just east of the project limits on NE 122nd Avenue. Additionally, Parkrose District Transportation utilizes two westbound school bus stops on NE Fremont at NE 118th Avenue and NE 120th Avenue.

Despite these characteristics, NE Fremont lacks safe, comfortable, and continuous pedestrian facilities between NE 118th and NE 122nd. This project will construct continuous walkways on NE Fremont between NE 118th and NE 122nd, to improve conditions for people walking to and from Parkrose Middle School and Parkrose High School in the Parkrose and Argay Terrace neighborhoods. In addition to walkways, the project will also plant trees, address stormwater, and consider lighting on the street.

This project is funded through the Portland Clean Energy Fund (PCEF) Collaborating for Climate Action program.

Project Background

The Portland Bureau of Transportation (PBOT) identified this segment of NE Fremont Street as an important connection for students and families attending Parkrose Middle School and Parkrose High School in the Parkrose School District. Members of the school community highlighted the challenges of walking and biking this corridor during a 2017 Safe Routes to School outreach process.
