Project Description
Design and implement of a pedestrian and cycling path on NE 106th Avenue connecting to NE San Rafael Street. The path will provide an even paved surface multi-use path, providing improvement over the current dirt path.
Pedestrian and Bicycle Improvements
- Improved paved path for bicycle and pedestrian access.
- Curb ramps at the intersections of the path at NE San Rafael Street and NE 106th Avenue, as well as corresponding curb ramp across NE San Rafael Street from the path.
- Upgraded street lighting at the intersection of path with NE San Rafael Street and at NE 106th Avenue.
- Work will be done in such a way so as to retain the green space and to have minimal impact to trees in the path area (it is possible that a limited number of trees will require removal after arborist inspection and inventory).

Project Background
In 2012 PBOT adopted the East Portland in Motion strategy, working to develop transportation routes that enhance access to education, employment, and other opportunities in East Portland. This work included improvements along bike and pedestrian corridors, much of it completed in 2016-2023. This project was identified as a potential part of that work, as well as part of the 100th Neighborhood Greenways Project, but was not included in either to better coordinate with private development.
PBOT established that the current (dirt) path is utilized by students at both Sacramento Elementary School and Knott Creek School for school commute and therefore earmarked the connector path as part of the Safe Routes to School Infrastructure Plan, available here. Improvements support development of a network that connects parks, schools, and business districts in the Parkrose Heights Neighborhood.
In 2023, PBOT applied for and received an Oregon Community Paths grant, which is providing funding for the project. Other funding includes that from PBOT's Safe Routes to School initiative.
Project Goals
- Provide a more accessible walking, biking, and rolling path a NE 106th Avenue and NE San Rafael Street.
- Further connect pedestrian and bike infrastructure on the Safe Routes to School primary investment rout.
- Retain urban forest canopy in Portland, serving to provide shade, cooling, reduced air and noise pollution, storm water absorption, more walkable neighborhoods, slower traffic speeds, stress reduction, and beauty.
- Manage the project within grant funding specifications.
Project Timeline
Summer/Fall 2025: Public Outreach- Letters sent to impacted properties and property owners. Complete design. Door-to-door outreach to impacted residents on NE 106th Avenue and NE San Rafael Street.
Spring 2026: Pre-construction notice, Construction
Summer 2026: Finalize project.

- Door-to-Door Outreach: Conduct outreach to impacted residents on NE 106th Avenue (to NE Weidler Street) and NE San Rafael Street (to NE 108th Avenue) to offer project yard signs and discuss project impacts.
