What’s happening now?
November 2024: Construction work to enhance the crossings of NE 102nd Avenue at NE Morris, NE Thompson/Sacramento, and NE Hancock Streets is largely complete. The work that occurred over the summer and fall replaced the existing temporary crossing island materials with concrete, upgraded curb ramps and made improvements to better manage stormwater. While the work is mostly complete, some final grinding and striping work remains and will be addressed in the spring once the weather becomes warmer and drier. Thank you for your patience and understanding as we worked to make these improvements this year.
Project Background
Work on NE 102nd Avenue has occurred in phases over the past five years. Phase 1 of the pilot included changing the road striping and installing flexible plastic posts for the segments of two-way protected bike lanes and to mark the pedestrian refuge islands. Phase 2 of the project added two new crossings and constructed permanent pedestrian islands, curb extensions, and curb ramps in the project area. The most recent phase of the project constructed permanent pedestrian islands and upgraded curb ramps and stormwater management.
This nearly two-mile corridor is on Portland’s High Crash Network, which means it is one of the top 30 streets for crashes in the city. This corridor is surrounded by homes, businesses, community centers, and schools, including Prescott Elementary School and Mt. Hood Community College.

Project Funding
The project has a budget of ~$2 million, and is a combination of funding from Fixing our Streets, Transportation System Development Charges (TSDC's), Cannabis Tax, and funding from related projects, including sidewalk infill on NE 102nd Ave from I-84 to Sandy and the Bell and Tillamook Greenway.
