What's happening now?
The Portland Bureau of Transportation (PBOT) is beginning to inform the community about the project while the project team works to develop a preliminary design, expected in the first quarter of 2026. Once an initial design is complete, more intensive engagement is planned to gather input on design elements, tradeoffs, and community and business needs.
Design is occurring in 2025 and 2026, with construction expected in 2028.

Project overview
PBOT is designing improvements to NE Cully Boulevard and NE 57th Avenue between NE Prescott and NE Klickitat streets. The project will improve safety for pedestrians, people using mobility devices, people bicycling, people accessing transit, and people driving.
The project will:
- Improve the safer shoulder walkway on the west side of NE 57th Avenue, between NE Shaver and NE Fremont streets
- Widen the sidewalk on the east side of NE 57th Avenue, between NE Failing and NE Fremont streets
- Install accessible curb-ramps between NE Prescott and NE Fremont streets
- Add protected bicycle lanes where feasible between NE Prescott and NE Klickitat streets
- Construct new enhanced pedestrian crossings in the vicinity of the NE Failing Street and NE Skidmore Street intersections
- Install enhanced transit stops at NE Mason Street
- Rebuild the deficient traffic signal at NE Fremont Street
The project is included in Metro's Regional Transportation Plan (RTP) and the Portland Transportation System Plan (TSP). It is funded through a combination of a Metro Regional Flexible Fund Allocation (RFFA) grant, General Transportation Revenues (GTR), and a Portland Clean Energy Community Benefits Fund (PCEF) grant.

Project background
NE Cully Boulevard and NE 57th Avenue function as the Cully neighborhood's main street. However, the street lacks safe and comfortable infrastructure for people walking, using mobility devices, biking, or accessing transit. There are locations with narrow or no sidewalks, deficient bicycle facilities, and long gaps between pedestrian crossings that do not meet City standards. Between 2010 and 2019, there were a total of 20 crashes within the project extents. These includes eight crashes involving people walking (one of which resulted in a death), six crashes involving people biking, and six serious injury crashes involving people in vehicles.
The street is identified as part of the Pedestrian Priority Network in PedPDX, Portland's citywide pedestrian plan. It is classified as a Major City Walkway and Major City Bikeway. This project partially implements a project on the Transportation System Plan (TSP) near-term project list (#40037).

The project team will develop an online open house and survey, as well as additional engagement for the project once a preliminary design has been completed; a preliminary design is expected in the first quarter of 2026. - October 27: Cully Neighborhood and District 2 update via email, in both English and Spanish
- November 2025:
- Early November: Project mailer sent to area addresses (more than 1,100 addresses)
- November 18: Cully Association of Neighbors Land Use and Transportation meeting
- December 2025:
- December 12: Business canvassing near NE 57th Avenue and NE Fremont Street to better understand access, parking, and loading needs
- January 2026:
- Early/Mid-January: Phone calls and emails with impacted businesses, property owners, and area organizations to introduce the project
