The Portland Bureau of Transportation (PBOT) received federal funds to replace the aging Burgard Bridge over the Union Pacific railroad with a single-span bridge.

Project description
The Burgard Bridge Resiliency and Multimodal Enhancement project will design to replace the 92-year-old viaduct over the Union Pacific Railroad. The new proposed design includes 12-foot travel lanes, 12-foot multiuse path (east side of the bridge) and an 8-foot utility support (west side of the bridge). The project will also upgrade the existing traffic signals north of the Bridge.
What's happening now?
Currently the project is in the design phase. PBOT has completed the 95% design and plan review is in process. We are scheduled to complete the 95% plans in September of 2026.
Project components
- Replace the existing bridge with single-span, thin-deck girders with 23.4 feet vertical clearance over the Union Pacific railroad. The bridge cross-section will include two 12-foot travel lanes, a 12-foot multiuse path on the east side of the bridge and an 8-foot utility support on the west side. A protective screen will be attached to each side of the bridge.
Modify and upgrade the existing traffic signals north of the bridge at Terminal Road.
Funding
Funding came from the Bridge Investment Program (federal funds) and PBOT is matching with Heavy Vehicle Use Tax (HVUT) funds. Federal funding for construction was not obligated but design funds still remain. PBOT will continue completing design up to 95%.
