September 6, 2024 Update

July 11, 2024 Update

In the coming week, contractors with PBOT are continuing roadway excavation, regrading and repaving at SE 82nd Avenue at Clinton Street. In addition, contractors will begin saw cutting pavement on SE 82nd Avenue south of Schiller, where a new median island will be installed. Later this fall after temperatures drop, trees and other vegetation will be planted in the median island. 

June 28, 2024 Update

In the coming weeks, contractors with PBOT are continuing curb ramp construction and paving. No work will take place over the upcoming holiday weekend, July 4 – 7.  

This summer, contractors will begin installing signal poles and constructing median islands. Later this fall after temperatures drop, trees will be planted in these median islands. We anticipate construction will be complete in spring 2025.

As part of the 82nd Avenue Crossings Project, PBOT will install four signalized pedestrian crossings with median islands along 82nd Avenue, similar to this example rendering. As part of the project, PBOT will upgrade crossings to new pedestrian half-signals or full signals. In addition to the signal improvements, PBOT will install accessible curb ramps, high-visibility crosswalks, concrete median islands. Within the intersections, medians will feature a red stamped brick pattern. Trees are set back from the intersection to maintain visibility and allow for emergency vehicle movements.

In the coming weeks, contractors with PBOT are continuing curb ramp construction and excavation for electrical conduit and signal foundations.  

As soon as July, contractors will begin installing signal poles and constructing median islands. Later this fall after temperatures drop, trees will be planted in these median islands. We anticipate construction will be complete in spring 2025.  

In a 10-year period (2012-2021), more than 90% of traffic deaths on 82nd Avenue were pedestrians or bicyclists, or people in cars turning left at locations without signals.  Safe crossings and median islands are two of the most effective measures to reduce or eliminate those types of crashes.  

Overview of updated traffic operations  

  • NE/SE 82nd Avenue at the intersections of NE Klickitat, NE Schuyler, and SE Clinton streets:   

    • People driving will no longer be able to turn left or drive across 82nd Avenue at these intersections.  

    • People driving north and south on 82nd Avenue will be able to turn right onto side streets, turn right into and out of driveways, or continue straight on 82nd. 

    • People driving east and west on side streets will be able to turn right onto 82nd Avenue.  

  • SE 82nd Avenue at the intersection of Schiller Street:   

    • People driving south will no longer be able to turn left into one driveway south the intersection.  

    • All other turning movements permitted today will continue to be permitted.  

May 17, 2024 Update

In the coming weeks, contractors with PBOT will continue curb ramp construction and excavation for electrical conduit and signal foundations. Contractors are currently working at 82nd Avenue, at the intersections of 82nd Avenue at NE Klickitat and Schuyler streets; and SE Clinton and Schiller streets.

Traffic impacts: 

  • Temporary pedestrian walkways – physical barriers will be in place to direct pedestrians around the work zone during construction.

  • Temporary lane closures – one travel lane on 82nd Avenue will be closed near the work zones. 

  • During the Memorial Day Holiday weekend, contractors will complete construction activity by noon Friday, May 24. No work is planned over the weekend, and no work is planned for Memorial Day, Monday, May 27.

April 10, 2024 Update

Initial work is underway to construct six new pedestrian crossings on 82nd Avenue. This month, contractors with PBOT will continue to construct inlets and ADA corner ramps on SE 82nd Avenue at the intersections of SE Schiller Street and at SE Clinton Street. 

March 21, 2024 Update

Initial work is underway to construct six new pedestrian crossings on 82nd Avenue. In the coming weeks, contractors with PBOT will construct inlets and ADA corner ramps. This work will take place at SE 82nd Avenue at the intersections of SE Schiller Street and at SE Clinton Street. 

Traffic impacts: 

  • Temporary pedestrian walkways – physical barriers will be in place to direct pedestrians around the work zone during construction. 

  • Temporary lane closures - one travel lane on 82nd Avenue will be closed near the work zones. 

  • Road closures of side streets – SE Schiller and SE Clinton streets may be closed to residential vehicles for up to two weeks while concrete cures and pavement is restored.

Design is nearing completion on three additional crossings of SE 82nd Avenue at the intersections of Ramona, Tolman and Lambert.

January 3, 2024 Update

Planned construction activities for this week include tree removal at 82nd Avenue at the intersections of Clinton, Schuyler, Schiller and Beech. Trees near the existing curb ramps at these intersections are being removed in order to construct new ADA-compliant curb ramps. 

The project will be mitigating the tree removals and replanting where feasible in accordance with Urban Forestry's rules.

December 27, 2023 Update

No construction planned until January 2, 2024. Planned construction activities for the first half of January include underground and sewer work on NE/SE 82nd Avenue at the intersection of SE Schiller. In addition, SUMP testing will be conducted at:

December 2023 Update

Planned construction activities this month include underground and sewer work on NE/SE 82nd Avenue at the intersections of:

  • NE Klickitat
  • NE Schuyler
  • SE Clinton 

November 2023 Update

Contractors with PBOT will begin construction on Monday, November 13. Construction activity will take place on 82nd Avenue at NE Beech, Klickitat, and Schuyler streets; and SE Clinton, Ash, and Schiller streets. 

The new crossings are being delivered together with street lighting improvements on 82nd Avenue from NE Lombard to SE Clatsop streets and on NE Halsey Street from NE 112th to 162nd avenuesStreet lighting improvements will begin in 2024.

Construction on the pedestrian crossings and street light improvements is expected to last up to 18 months.

Work will be conducted in multiple phases with periods of inactivity between each phase ranging from a few weeks to several months. Construction activities in the first weeks of the project will include sewer and underground improvements. After underground improvements are complete, the contractor will begin to construct curb ramps at the six intersections.

Work hours

Typical work hours will be 7 a.m. to 5 p.m., Monday through Friday. There may be occasional evening or weekend work.  

What to expect during construction

  • Construction creates noise, vibration and dust.
  • Construction activities may impact neighborhood activity and normal use of driveways or business entrances. The contractor will provide advanced notification of impacts to adjacent property owners and residents.
  • Expect traffic delays in and near the work area. Please observe traffic control signs and follow the directions of flaggers.
  • On‐street parking may be restricted in and near the work zones to create a safe work environment and to stage equipment and materials.
  • Some equipment and materials may be stored in the public right-of-way overnight.

Traffic impacts

  • The traveling public should expect lane closures and delays on 82nd Avenue and side streets near the work zones.
  • We ask the public to travel slowly and cautiously in the work zones, observe all directions by flaggers and use alternate routes if possible.
  • People riding transit can visit trimet.org/#alerts/ for the latest service impacts. 
  • This work is weather-dependent, and the schedule may change.

July 2023 Update

Klickitat, Schuyler, Clinton, and Schiller crossings: The PBOT project team and contractor are preparing for construction. Minor construction activity related to utility work is anticipated in summer 2023. Construction of the crossings are anticipated to begin in fall or winter 2023. The project team will share a more detailed construction schedule this fall. 

Ramona, Tolman, and Lambert crossings: Designs are advancing to 60%. 

December 2022 Update

The project team has finalized designs of Klickitat, Schuyler, Clinton, and Schiller crossings. The project will go to bid in winter 2023 and construction will begin in summer 2023.

The project team is preparing preliminary designs for the Ramona, Tolman, and Lambert crossings. 

Project overview 

PBOT will be adding features proven to reduce fatal and serious injuries occurring in traffic crashes along 82nd Avenue. In the most recent 5-year period, all 9 fatal crashes and more than half of the 59 serious injury crashes on 82nd Avenue in Portland were either pedestrians or cars turning at locations without signals.

Safe pedestrian crossings and medians are two of the most effective measures to reduce or eliminate these types of crashes. The new pedestrian crossings with tree-lined median islands will provide safe and comfortable places for people to cross 82nd, will reduce the risk of turning crashes, and will help define 82nd Avenue as street serving the community, not just a highway.

As part of this project, the Portland Bureau of Transportation (PBOT) will make critical pedestrian safety improvements to 82nd Avenue between NE Klickitat and SE Lambert Street. 

The current crossings will be upgraded to new pedestrian half signals, full signals or pedestrian beacons. 

In addition to the signal improvements, PBOT will install accessible curb ramps and high-visibility crosswalks all locations and concrete median islands. Additional details are below. 

Crossings in construction in 2023 - 2025

NE Klickitat Street

At NE 82nd and Klickitat Street, PBOT will install a pedestrian half signal, a protected concrete median refuge, curb ramps and new marked crosswalks. 

On-street Parking impacts: There is no permanent parking removal at NE Klickitat as part of this project.

With the new median, people driving will no longer be able to turn left or travel across 82nd Avenue at NE Klickitat. 

  • People driving north on 82nd Avenue will be able to: Turn right onto Klickitat, turn right into driveways, or continue straight on 82nd Avenue 
  • People driving south on 82nd Avenue will be able to: Turn right onto Klickitat, turn right into driveways, or continue straight on 82nd Avenue 
  • People driving east on Klickitat will be able to: Turn right onto 82nd Avenue 
  • People driving west on Klickitat will be able to: Turn right onto 82nd Avenue 
NE Schuyler Street

At NE 82nd and Schuyler Street, PBOT will install a signal with pedestrian and bicycle priority, a protected concrete median refuge, curb ramps, new marked crosswalks and new green bike boxes.

On-street Parking impacts:

  • East of 82nd Avenue: On the north side of NE Schuyler, approximately two to three spaces of on-street parking on NE Schuyler will be removed to install a new green bike box.
  • West of 82nd Avenue: On the south side of NE Schuyler, approximately two to three spaces of on-street parking will be removed to install a new green bike box.

After construction is complete, people driving will no longer be able to turn left or travel across 82nd Avenue at NE Schuyler. 

  • People driving north on 82nd Avenue will be able to: Turn right at Schuyler Street, turn right into and out of driveways, or continue straight on 82nd 
  • People driving south on 82nd Avenue will be able to: Turn right at Schuyler Street, turn right into and out of driveways, or continue straight on 82nd 
  • People driving east on Schuyler will be able to: Turn right onto 82nd Avenue

SE Clinton Street

At SE 82nd and Clinton Street, PBOT will install a pedestrian half signal, a protected concrete median refuge, curb ramps and new marked crosswalks. 

On-street Parking Impacts: There is no permanent parking removal at SE Clinton as part of this project.

After construction is complete, people driving will no longer be able to turn left or travel across 82nd Avenue at the SE Clinton. 

  • People driving north on 82nd Avenue will be able to: Turn right at Clinton Street, turn right into and out of driveways, or continue straight on 82nd 
  • People driving south on 82nd Avenue will be able to: Turn right at Clinton Street, turn right into and out of driveways, or continue straight on 82nd

SE Schiller Street

At SE 82nd and Schiller Street, PBOT will install a new traffic signal, a concrete median, curb ramps and new marked crosswalks. 

On-street Parking Impacts: For improved traffic and signal operations, approximately five to six parking spaces will be removed on the north side of SE Schiller, east of 82nd Avenue.

At 82nd and Ramona, PBOT will install a signalized pedestrian crossing, a protected concrete median refuge island, curb ramps and new marked crosswalks. PBOT will also plant trees and other vegetation in the medians where feasible.

On-street Parking Impacts: There is no permanent parking removal at SE Ramona as part of this project.

SE Tolman Street

At SE 82nd and Tolman, PBOT will install a signalized pedestrian and bicycle crossing, a protected concrete median refuge island, curb ramps and new marked crosswalks. This crossing also supports SE Tolman as a future neighborhood greenway. In addition, PBOT will also plant trees and other vegetation in medians where feasible.

With the new median, people driving will no longer be able to turn left or travel across 82nd Avenue at the intersection. 

  • People driving north on 82nd Avenue will be able to: Turn right at Tolman, turn right into and out of driveways near the intersection, and continue straight on 82nd

SE Lambert Street

At SE 82nd and Lambert Street, PBOT will install a new traffic signal, concrete traffic separators, curb ramps and new marked crosswalks.

Updated traffic operations 

With the new traffic signal, pedestrians and people biking will have a safe place to cross 82nd Avenue. People driving will also benefit from improved safety crossing and turning at 82nd and Lambert. To further protect left turning vehicles from on-coming traffic, a concrete traffic separator will be installed. We understand that this traffic separator may affect access to your business. Project timeline

Construction of Klickitat, Schuyler, Clinton, and Schiller crossings began in 2023. Construction is expected to last through spring 2025.

Construction of Ramona, Tolman, and Lambert crossings is expected to begin in summer 2024. Construction is expected to last approximately 2 years.

Public involvement 

PBOT faces a tight timeline to deliver critical fixes on 82nd Avenue. 

To meet construction deadlines, PBOT will rely on insights from the extensive community engagement the bureau and other agencies conducted over the past 10 years, including:  

Through the ODOT-led planning process (2018), PBOT identified priority enhanced crossing locations on 82nd Avenue. These were vetted with the community through the planning process and included in the ODOT 82nd Avenue of Roses Implementation Plan. The crossing location recommendations included Ash and Beech intersections.

The City conducted interviews with property owners, business owners, and community members, as well as market research to better understand barriers to redevelopment.

About Building a Better 82nd  

Ownership of 82nd Avenue is being transferred from the state to the Portland Bureau of Transportation (PBOT). A critical north-south connection and one of Portland’s high-crash corridors, 82nd Avenue is in urgent need of significant investments to improve safety and address maintenance issues. 

Critical Fixes Now 

PBOT is investing $80 million in 82nd Avenue to deliver critical fixes now. The needed basic safety and maintenance repairs to the corridor include paving, crossings, lighting, safety improvements at intersections, and sidewalk improvements. 

Future Investments Next 

After making the most critical repairs, PBOT will invest $105 million in future investments for a better 82nd Avenue. Over the next two years, PBOT will conduct broad and inclusive community engagement and work directly with community-based organizations and agency partners to determine what the bureau should focus on for improving 82nd Avenue long-term.
