September 6, 2024 Update

Contractors with PBOT completed installation of new street light equipment in August. We anticipate the new street lights will be operational this fall.

July 18, 2024 Update

Street lighting improvement construction started this week! New wood poles are being installed, and the street light arms and luminaires will begin to be installed next week. 

New street lights are anticipated to be turned on and active later this fall. 

April 2024 Update

Construction on street lighting improvements are anticipated to start June 2024. 

February 2024 Update

Construction on street lighting improvements will start this year. Contractors with PBOT are currently waiting on material orders to arrive. 

November 2023 Update

Contractors with PBOT begin construction on a package of pedestrian crossing improvements and street lighting improvements this month. Work on the new crossings will begin first, and construction on street lighting improvements will start in 2024.

July 2023 Update

The project team and contractor are preparing for construction. Minor construction activity related to utility work is anticipated this summer. PBOT anticipates to begin construction in fall or winter 2023.

December 2022 Update

The project team has finalized designs and preparing to bid the project. The project will go to bid in winter 2023 and construction will begin in summer 2023.

Project overview

Wide roads like 82nd Avenue benefit from closely spaced street lighting on both sides of the road to improve visibility for everyone.

As part of this project, PBOT will fill the lighting gaps along the entire length of the corridor, between NE Lombard and SE Clatsop streets. 

This project will replace 245 lights with a newer LED light that has a higher lumen output and will help illuminate the entire width of 82nd Avenue, including the sidewalks. Fifty-four new light poles will also be installed and equipped with new LEDs to help fill in gaps in lighting along the corridor.

Construction will begin in summer 2023. Construction is expected to last approximately 18 months.

$1.2M from American Rescue Plan Act (ARPA) funds.

Public involvement 

PBOT faces a tight timeline to deliver critical fixes on 82nd Avenue. 

To meet construction deadlines, PBOT will rely on insights from the extensive community engagement the bureau and other agencies conducted over the past 10 years, including:  

Through the ODOT-led planning process (2018), PBOT identified priority enhanced crossing locations on 82nd Avenue. These were vetted with the community through the planning process and included in the ODOT 82nd Avenue of Roses Implementation Plan.

The City conducted interviews with property owners, business owners, and community members, as well as market research to better understand barriers to redevelopment.

About Building a Better 82nd  

Ownership of 82nd Avenue is being transferred from the state to the Portland Bureau of Transportation (PBOT). A critical north-south connection and one of Portland’s high-crash corridors, 82nd Avenue is in urgent need of significant investments to improve safety and address maintenance issues. 

Critical Fixes Now 

PBOT is investing $80 million in 82nd Avenue to deliver critical fixes now. The needed basic safety and maintenance repairs to the corridor include paving, crossings, lighting, safety improvements at intersections, and sidewalk improvements. 

Future Investments Next 

After making the most critical repairs, PBOT will invest $105 million in future investments for a better 82nd Avenue. Over the next two years, PBOT will conduct broad and inclusive community engagement and work directly with community-based organizations and agency partners to determine what the bureau should focus on for improving 82nd Avenue long-term.
