Purpose and Background
The Portland Bureau of Transportation (PBOT) seeks new Central City in Motion Working Group members to advise on the implementation of the Central City in Motion and Rose Lane Project plans.
Central City in Motion (CCIM) is PBOT’s plan for strategic investments to accommodate more people on Central City streets.
Like parallel projects in other parts of the city—including East Portland in Motion and Southwest in Motion—the Central City in Motion planning effort identified and prioritized investments in the Central City transportation network. Eighteen projects were prioritized through this planning effort adopted by City Council in 2018. The projects are designed to make transit faster and more reliable, biking safer and more convenient, and ensure pedestrian crossings are safe and accessible.
Several projects identified in Central City in Motion are also identified in PBOT’s Rose Lane Project. Through the Rose Lane Project, is helping bus and streetcar riders get where they need to go more reliably and quickly. PBOT is implementing the Rose Lane Project in close partnership with TriMet.
The Central City in Motion Working Group is charged with ensuring the successful implementation of projects in Central City in Motion and the Rose Lane Project, advising the Director of the Portland Bureau of Transportation and Project Managers on project design, user experience, public communications and engagement, and monitoring performance. Representing a broad set of community and business perspectives, the group will offer strategic advice to help the project team implement successful projects as recommended in the Central City in Motion plan.
The Working Group will advise the project team and Bureau Director on the following:
Provide input on priorities for project design and construction
Connect the project team with key stakeholders and community representatives and identify opportunities for public engagement on project design
Identify opportunities for the private sector to leverage public investments
Monitor project delivery
Evaluate project performance

Who can join
To be eligible for the Central City in Motion Working Group, members must live, play, worship, go to school, work or do business in the City of Portland.

We want people from every part of Portland here to share their voice on this committee, especially people who have not been involved before. If you want to serve your community and to help government make better choices, then we want to see your application. The attributes listed below are what will guide our selection process. It is helpful if you are specific in your answers. We do not expect you to be or have everything listed.
- You have an interest in Portland’s transportation system in the Central City
- You are a problem-solver, willing to help PBOT evaluate project designs, weigh trade-offs, resolve conflicts, and move forward with implementing projects in a timely manner.
- You bring unique perspectives and can offer input on specific issues and how they might impact specific communities/populations .
- You have a perspective on physically navigating the community with a disability.
- You are an advocate for racial equity: you want positive and long-lasting outcomes for racial and ethnic communities who have been left out before. You can bring discussion about racial and ethnic communities who need it the most.
- You believe in the value of public participation in government process.
- You have an expertise or interest with the design of transportation projects, particularly bike and pedestrian safety improvements, transit priority and freight.
- You have the experience, skills, knowledge, or perspective related to:
- Transportation Policy and Projects
- Racial Justice
- Social and Economic Justice
- Youth and/or Elderly Transportation Needs
- Disability Rights and/or Universal Access
- Public Health
- Houseless and/or Social Services
- Climate Justice and/or Environmental Resiliency
- Public engagement and/or communications
- Data analysis
- You are available to attend all meetings and participate in the discussions
Time Commitment
- Quarterly meetings are typically one hour long and currently held remotely via Zoom, but may transition to in-person and/or hybrid models following public health guidance.
- Members will serve a term of 2 years with an opportunity to renew.
- Members are expected to prepare for meetings on their own time. Arrive ready to discuss meeting materials and agenda items. Meeting materials for review may be sent with minimal time to review, potentially as few as 48 hours in advance.

Volunteer Ethics
People who join this working group will become what we call “Public Officials,” which means that while you serve you must behave fair and ethically. We will provide training on this once you are accepted. Part of following Public Officials Ethics laws means you must tell the group when you or a relative may financially benefit (or avoid fees) by your recommendations. This is called a “Conflict of Interest.” If you tell us about potential Conflicts of Interest that does not mean you cannot serve, in fact, many committees have potential members with Conflicts of Interest. We appreciate your ethical inclusion of possible Conflicts of Interest on the form included in the application.
