SmartPark is Portland's public parking garage system, with 5 garages in the downtown area.

SmartPark is Portland’s most affordable and conveniently located parking. Shoppers, business clients and visitors enjoy five downtown City-owned SmartPark public facilities with nearly 4,000 public spaces. SmartPark garages offer the lowest short-term hourly rates and are close to your favorite restaurant, retailer and cultural venue. Our mission is to support the economic viability of the Central City by providing an affordable system of parking garages which primarily meets the short-term needs of shoppers, visitors and business clients and by investing in other Central City transportation improvements.

Over 375 businesses in Downtown Portland offer their customers discounted or free parking at SmartPark garages.  If you’re headed downtown to visit a participating Portland business, you can save on parking at all five of the SmartPark public parking garages. Merchants interested in participating can fill out this enrollment form, call Central Parking at 503-790-9302 or email smartparkvalidations@spplus.com.

Paying for Parking

The SmartPark Access and Revenue Control system (PARCS) includes pay-on-foot paystations and paper parking tickets. The garages have automated entrances and exits. 

  1. Garage Entry: to activate the entry gate, take a parking ticket from the ticket dispenser
  2. Payment: pay at one of SmartPark's paystations located on the ground floor elevator lobbies before returning to your vehicle. 
  3. Exit: insert your paid parking ticket into the automated exit machine to activate the exit gate.
  4. Thank you for parking at SmartPark!

All paystations and exit lanes have push-button intercoms should you need assistance. In addition, each garage has a customer service representative on duty. 

Garage Amenities

Bike parking, ADA Parking, EV charging stations, carshare parking, Portland Waterfront and Portland Downtown Heliport. This location also functions as a mobility hub, with easy access to the Blue and Red MAX lines. 

Monthly Parking

SmartPark sells a limited number of monthly parking passes at the Naito & Davis garage. Contact Central Parking at (503) 790-9302 ext. 154 or SmartParkMonthly@spplus.com for availability and details.

General Access (day rate) - $225

Swing Shift - $113

Swing-shift hours are from 3:00 p.m. to 7:00 a.m. 

Reduced Rate Swing Shift - $35

A Reduced Rate Swing-Shift option is available for employees working swing-shift or evening shift schedules in downtown Portland.  If you earn up to $35,000 annually you may qualify for the special rate. Learn More or Apply Here

Carpool - $169

Motorcycle - $75

Construction/Modernization

No construction projects at this time. Elevator modernization is tentatively scheduled for November 2021 to February 2022.

Portland Downtown Heliport

The City of Portland owns and operates the public-use Heliport for the benefit of all helicopter pilots and users. The Heliport has one landing pad and four parking pads. It offers convenient access to downtown Portland 24 hours a day. The Heliport is part of a multi-modal mobility hub offering access to light rail, bus, water transportation, parking, and bike share.
