SmartPark is Portland’s most affordable and conveniently located parking. Shoppers, business clients and visitors enjoy five downtown City-owned SmartPark public facilities with nearly 4,000 public spaces. SmartPark garages offer the lowest short-term hourly rates and are close to your favorite restaurant, retailer and cultural venue. Our mission is to support the economic viability of the Central City by providing an affordable system of parking garages which primarily meets the short-term needs of shoppers, visitors and business clients and by investing in other Central City transportation improvements.

The SmartPark Access and Revenue Control system (PARCS) includes pay-on-foot paystations and paper parking tickets. The garages have automated entrances and exits.
- Garage Entry: to activate the entry gate, take a parking ticket from the ticket dispenser
- Payment: pay at one of SmartPark's paystations located on the ground floor elevator lobbies before returning to your vehicle.
- Exit: insert your paid parking ticket into the automated exit machine to activate the exit gate.

All paystations and exit lanes have push-button intercoms should you need assistance. In addition, each garage has a customer service representative on duty.

Portland Downtown Heliport
The City of Portland owns and operates the public-use Heliport for the benefit of all helicopter pilots and users. The Heliport has one landing pad and four parking pads. It offers convenient access to downtown Portland 24 hours a day. The Heliport is part of a multi-modal mobility hub offering access to light rail, bus, water transportation, parking, and bike share. SmartPark Rules of Conduct
- No Smoking on Premises.
- No person shall violate Federal, State or City Laws
- No person shall enter or remain for any purpose other than to park or retrieve a motor vehicle or bicycle.
- No person shall damage, deface or destroy SmartPark property.
- No placing handbills, flyers or posters of any kind on vehicles.
- No person shall engage in conduct that disrupts or interferes with normal operations of SmartPark facilities.
- SmartPark and/or its operator reserves the right to exclude persons from entering any or all SmartPark facilities.
- All vehicles using SmartPark facilities must be licensed and insured.
- All vehicles using SmartPark facilities must adhere to all posted traffic signage.
- No skateboarding or rollerblading.
- No storage of vehicles.
