Central Eastside Zones G & N - Residents
- Zone N Businesses that have maintained active annual permits since 2020 are eligible to purchase up to 0.9 permits per full time equivalent employee.
- Zone N Businesses that applied for parking permits for the first time in 2025 need to check back later when it is determined what their eligibility will be for reapplication.

Northwest Zone M - Residents
Permits are intended for people who do not have off-street parking available to them. Zone M applicants are required to declare any off-street parking they have. If you have off-street parking available, you may not qualify for a permit. Applicants complete an off-street declaration as part of the supplemental information form.
- Permits are limited to 1 per licensed driver and a maximum of 3 permits per address/unit.
- Certain buildings have permit caps.
- Buildings that obtained their certificate of occupancy after August 7, 2013 are limited to 0.3 permits per number of units in the building.
- This date reflects the adoption of theNW District Parking Management Plan
- The Zone M Permit Map identifies the buildings with permit caps.
- Building permit caps will be temporary suspended September-October 2025 to accommodate existing residents that are impacted by the extension of pay-to-park hours.

Income-based permit eligibility criteria changing January 2026
Starting Jan. 1, 2026, applicants of income-based Zone M parking permits will be required to submit proof that they are eligible for or participate in a qualified government financial subsidy program as part of the application process. Existing income-based permit holders will need to meet the new requirements for applications submitted starting on Jan. 1, 2026, after their current permit expires.
Northwest Zone M - Employees and Businesses
Businesses are eligible to purchase up to 0.8 permits per full time equivalent employee.
- Businesses requesting more than 30 permits must complete a mandatory survey on their transportation demand management strategy plans and practices, as well as their off-street parking (go to survey).
- The maximum number of permits issued to any business is 50.
- Businesses may request an exception to buy more than 50 permits by following the instructions here: Business Hardship Process.
- These requests require meeting with PBOT staff and materials must be submitted prior to PBOTParkingDistricts@portlandoregon.gov.
- Additional permits over the first 50 costs double the price. Decisions are made based on their strategies to reduce traffic demand and parking management practices.

Eliot Zone V - Residents, Employees, and Businesses
2025 Parking Changes
In anticipation of WNBA Portland Fire games at the Moda Center in 2026, the Zone V permit program will be changing to a year-round program. Additionally, permit rates have also changed to ensure that the permit program recovers the operational costs.
Permit rates
- Resident and employee annual permits cost $135, with two discounted rates of $105 and $50 depending on household income.
- Annual guest permits for residents and businesses cost $100 and are limited to one permit per household, business, or nonprofit.
- Up to 100 daily guest permits can be purchased by residents and businesses each year and are sold in packs of 10 for $22.
Tiered pricing update
The income limits for discounted resident and employee Zone V permits have been updated to reflect 2025 median income ranges for the Portland metro area and to recover the cost to operate the program. Household income must be less than 80% area median income to qualify for discount tier 1 and must be less than 60% median income to qualify for discount tier 2.

To use the online permit system, you will be required to upload electronic versions of your supporting documents. You may upload PDFs or images in JPG, JPEG, or PNG. Maximum file size: 2 MB.
This requires access to a computer or smart device with internet. Although this can be done on a mobile device, it is easiest on a computer with a Google Chrome or Microsoft Edge browser.

Payment
We do not accept cash. Our online permit system accepts:
- Credit card: Visa, Mastercard, Discover, and American Express
- Debit card
- Money order (instructions below)
- Check (instructions below)
Money orders or checks must be mailed only after you receive email confirmation your application is approved. After approval, log into the system, indicate you are paying by check. Note that these will take longer to process.

Supporting documents
You must submit documentation to verify eligibility for a Zone Parking Permit.
Residential permits (annual resident and guest):
For annual resident permits, provide proof of residence and vehicle registration as outlined below. All permits are tied to a license plate number. For guest permits, applicants must only provide proof of residence.
- Proof of residence:
Provide a recent bill or bank statement dated within 30 days of the application that includes the applicant’s name and address, or a copy of your lease or rental agreement. - Vehicle registration:
Provide current, state-issued vehicle registration for each passenger vehicle or motorcycle. The last name on the registration must match the last name of the applicant. If the vehicle is registered to someone with a different last name as the applicant, such as a relative or employer, include a notarized letter from the registered owner stating the applicant is the vehicle’s primary driver.
Businesses (annual business and guest):
- Proof of occupancy:
Provide a recent bill or bank statement dated within 30 days of the application that includes the business name and address, or a copy of your lease or rental agreement. Employee Roster (all zones except Zone V):
Provide confirmation of your organization’s nonprofit status to apply for additional annual guest permits. The number of permits issued to your business is calculated based on the total number of employee hours. You will fill out an Employee Roster, providing a list of names and number of hours worked per week. Zone G, M and N applicants can indicate if they want to trade in permits to get free Transportation Wallets (a collection of passes and credits for use on transit, streetcar, bike share, and scooters). If you need translations of the forms please contact us. The forms below will be available during your application, but we recommend you fill them out ahead of time, save them to your computer, and upload them into the online system:
Employees (Zone V only)
- Proof of employment:
Provide a pay stub dated within 30 days of the application. We only need to verify your name and that the company address is in the eligible permit area. Black-out any other personal information. Or provide a signed letter on company letterhead from your supervisor. - Vehicle registration:
Provide current, state-issued vehicle registration for each passenger vehicle or motorcycle. The last name on the registration must match the last name of the applicant. If the vehicle is registered to someone with a different last name as the applicant, such as a relative or employer, include a notarized letter from the registered owner stating the applicant is the vehicle’s primary driver.
Zone Parking Permit Reapplication Instructions
Complete Parking Permit Supplemental Information Form (All applicants in Zones M, and only business applicants in Zones G and N). Eligible applicants will be redirected automatically to our online system from the supplemental form.
Zone G and N - Business ApplicantsUse a Google Chrome or Microsoft Edge browser to access the online permit system. Opt-in to receive SMS notifications related to your permit. Emails from the system will come from noreply-usn@flowbird.group so add it to your contacts or safe senders list.
Once you have logged into the online permit system, click on the green "Start Permit Application" button towards the top of the page.
- Validate your address to confirm your zone. To do this; input your street name in the appropriate field, followed by selecting the quadrant (N, NE, SE, etc.) using the pull-down.
Select your permit options. Keep in mind, if you are applying for an annual permit and guest permit(s), you need to complete a separate application for each one.
Entering license plate or trip/temporary permit numbers
Do not include dashes, spaces, or names of other states when entering in license plate information. If you have a specialty plate, you must include the vertical letters displayed on the left side of the plate. For trip/temporary permits, include the letters and numbers. View more information about how to input license plate numbers into the online permit system.- Upload supporting documentation using the prompts. Maximum file size is 2 MB. Tip: use online tools to reduce file size if necessary.
- Wait for approval. We will notify you of approval/denial within five business days and will provide links to pay through our online system. If approved, your permit is tied to your license plate. There are no paper permits.
- Pay for your permit. Once your permit is paid, you must still obey all on-street parking rules and restrictions. However, your permit allows you to park beyond the posted time limit when the sign also states “EXCEPT BY ZONE XX PERMIT” (where XX is your assigned zone letter).
Update or manage all permits online. Buy additional permits, activate and assign a license plate number to guest permits already purchased, change the license plate number assigned to guest permits.
Residents can temporarily change the license plate number assigned to an annual resident permit for up to 28 days. To reassign an annual resident for more than 28 days, email PBOTParkingPermits@portlandoregon.gov
Businesses can reassign permits to a different license plate number as needed.
