Thank you for joining the Northwest Parking District online open house! We realize you are busy and may not be able to attend an in-person event, so we’ve prepared this open house to browse at your convenience. The open house will be live through Sunday, July 10, 2022.

Station 1: Learn about the NW Parking District
Northwest Portland is a dense neighborhood near the central city that attracts many residents, visitors, and employers. Its continued growth necessitates ongoing transportation and parking management.
The Portland Bureau of Transportation (PBOT) created the Northwest Parking District in 2013 to:
- Provide an opportunity for the NW Parking District Stakeholder Advisory Committee to advise the City on transportation and parking issues
- Support a full range of transportation options within the context of neighborhood livability and economic vitality
- Efficiently manage parking
- Reduce reliance on single-occupancy vehicle
Funding for the NW Parking District staffing, programs, and projects come from two key sources: 51% of the Net Meter Revenue from the NW Parking District and $120 surcharge per Zone M Parking Permit.

Station 2: 2022 Zone M Parking Permits
It’s that time of year again!
Starting July 15 you can apply for your 2022 Zone M Permit. This summer, you can reapply for the following year's permit up to 45 days before your existing permit expires. You will begin receiving reminders to apply for your new permit on July 1, so be on the look out.

Station 3: Transportation Wallet Program
The Transportation Wallet is a collection of passes and credits for use on transit, streetcar, bike share, scooters, and car share worth $775!
There are several ways to get a Transportation Wallet:
Get one for FREE if you live on a low-income
Get one for FREE if you recently moved and didn’t purchase a Zone M permit (click to email)
Get one for FREE if you trade in your Residential Zone M Permit

Have you been thinking about selling your car?
A new program called the Transportation Wallet PLUS is coming soon. If you sell your car you can qualify for a FREE Transportation Wallet with an extra $300 Free2Move credit (a $1,076 value). If you’re interested in the program when it's live, email commute@portlandoregon.gov.
Station 4: Off-Street Parking Demand and Feasibility Study - Project Update and Survey (closed)
The Off-Street Parking Demand and Feasibility Study seeks to identify opportunities for shared parking, new off-street parking, and coordination with existing transportation and parking management programs within the Northwest District. The study will gather data on the off-street parking supply, on-street parking utilization data, and input from residents, employees, visitors, and business owners. Station 5: NW Parking District Projects and Programs
There are many projects and programs going on in the NW Parking District!
Projects and Programs Funded by the NW Parking District Revenue
First, there are the projects the NW Parking District Stakeholder Advisory Committee recommends funding with the district's parking revenue. There are a lot of projects and programs managed, and funded by, the NW Parking District's revenue. Those projects include the following:
- Incentives, including the Transportation Wallet, to encourage people to walk, bike, take transit, or scoot
- Coordination of shared parking facilities to increase the efficiency of existing off-street parking
- Evaluation of additional new or shared parking through the Off-Street Demand and Feasibility Study that will be completed Summer 2022
- Enhancing temporary curb extensions at 9 intersections within the NW Parking District
- The replacement of all 42 trash cans in the NW Parking District
We'd like your help on prioritizing other capital improvements within the district.
Other Projects and Programs
Second, there are other PBOT projects and programs shaping your neighborhood (and that you may have heard of!) that include the following:
- Northwest in Motion (NWIM), which determined a list of neighborhood transportation projects within the next 5 years; such as pedestrian improvements, crossings, and neighborhood greenway upgrades, is in the midst of implementation. - The Montgomery Park to Hollywood Transit and Land Use Development Study Discussion Draft is a proposal to create a new transit-oriented, mixed use district in NW Portland, west of Highway 30 between NW Vaughn and NW Nicolai streets. - The Healthy Businesses Program was launched by PBOT in 2020 as an emergency response to the pandemic. The program allows temporary changes to streets to give people more space to conduct business safely. Station 6: Join the Committee
The NW Parking District Stakeholder Advisory Committee, comprised of NW residents, business owners, and employees, advises the Portland Bureau of Transportation (PBOT) staff on transportation and parking issues in NW Portland and supports a full range of transportation options within the context of neighborhood livability and economic vitality with the goal of efficiently manage parking and reducing reliance on single-occupancy automobile. The committee work is guided by the NW Parking Management Plan
There are 13 members on the committee, including 4 representatives from the NW District Association (NWDA), 4 representatives from the NW Business Association (NWBA), and 5 at-large representatives.

If you've ever wondered or cared about the future of parking and transportation in Northwest, this is a great time to get involved. The NW Parking District Stakeholder Advisory Committee is currently considering major improvement projects, including a comprehensive streetscape plan (that may include streetcar routing through the district), new off-street parking, improved lighting, pedestrian and biking improvements, and more. Lend your voice and make a powerful difference for the community.
The committee has 7 open seats: 3 representatives from the NWBA, 2 representatives from the NWDA, and 2 at-large representatives, for the term beginning October 2022.
To be eligible for the NW Parking District Stakeholder Advisory Committee, you must live, work, or own a business or property in the NW Parking District. We want people from every part of NW Portland here to share their voice on this committee, especially people who have not been involved before. If you want to serve your community and to help government make better choices, then we want to see your application!
