PBOT implemented the new Lloyd Event District in Fall 2022. This set higher parking rates during events with over 10,000 attendees in the implementation area starting Sept. 9, 2022. Event Districts encourage less driving and more use of public transit, biking, and other means of transportation. This relieves pressure on people who live in the area, reducing traffic, and making it easier for residents and other visitors to find on-street parking.

Why an Event District?
On-street parking demand is very high in Lloyd and surrounding neighborhoods during events at the Moda Center, Veterans Memorial Coliseum and Oregon Convention Center. This makes it difficult for anyone looking for parking on-street in Lloyd during events. It also makes traffic congestion worse for anyone traveling in, to, or through Lloyd and the Rose Quarter. Go Lloyd has advocated for an event parking district for Lloyd since 2012. The Parking Management Manual directs and empowers PBOT to create event district parking in existing meter districts where there are large event venues.
The goals of the Event District are to:
- Encourage event goers to take transit, bike or carpool to events
- Lower traffic congestion
- Lower vehicle emissions & improving air quality
- Make it easier for anyone to park on-street in Lloyd
During events, the on-street parking rate from $1.20/hour to $3/hour, and extended the meter hours to 10 p.m. in Lloyd to accomplish these goals. Only events with more than 10,000 people will activate the Event District.

Event District Changes
Adopted changes include:
- Meters in the Lloyd Event District will use the event rate of $3 per hour during large events.
- The event rate will be in effect when there is a single event with over 10,000 people scheduled in advance, or there are overlapping events where there are over 10,000 people combined scheduled in advance at the Moda Center, Veterans Memorial Coliseum and Oregon Convention Center.
- The event rate will not be in effect when there aren't large events.
- The event rate will apply from 8 a.m. to 10 p.m. during large events that start at 5 p.m. or earlier.
- The event rate will apply from 5 to 10 p.m. during large events that start after 5 p.m.
- Change the hours that meter payment is required on non-event days to end at 6 p.m. in the entire district. Before Sept. 1, 2022, payment was required until 10 p.m. all-year west of Grand Avenue.
Other changes include:
- Residents that lived full-time inside the Lloyd Event District as of Sept. 1, 2022 were able to submit information for one vehicle to PBOT to join the Lloyd Event Resident Courtesy List. Vehicles on the courtesy list will avoid receiving a citation for no meter receipt (nonpayment) in the Lloyd Event District through Aug. 31, 2023 when the event district is in effect.
- We also worked with the Transportation Wallet staff to develop the Transportation Wallet: Access for All program to serve people and households living in four specific affordable housing buildings that launched in summer 2023.
- This program offers either a Tri-Met Honored Citizen 1-year pass for unlimited rides OR a package of free transportation options like transit fare; BIKETOWN bike-share membership; and a prepaid Visa card that can be used for transportation services such as e-scooters, taxis and ride-hailing, and on-street parking.
- Residents at Miracles Central, Madrona Studios, Louisa Flowers, or Right 2 Dream Too (R2D2) should contact their resident coordinator to sign up.
