The Portland Bureau of Transportation (PBOT) implemented an event parking district in the Lloyd Meter District when there are large events such as concerts and basketball games in Fall 2022. This set higher parking rates during events with over 10,000 attendees in the Lloyd Event District area.

Event districts encourage less driving and more use of public transit, biking, and other means of transportation. This relieves pressure on people who live in the area, reducing traffic, and making it easier for residents and other visitors to find on-street parking.​

Why an Event District?

On-street parking demand is very high in Lloyd and surrounding neighborhoods during events at the Moda Center, Veterans Memorial Coliseum and Oregon Convention Center. This makes it difficult for anyone looking for parking on-street in Lloyd during events. It also makes traffic congestion worse for anyone traveling in, to, or through Lloyd and the Rose Quarter. Go Lloyd has advocated for an event parking district for Lloyd since 2012. The Parking Management Manual directs and empowers PBOT to create event district parking in existing meter districts where there are large event venues.

The goals of the Event District are to:

  • Encourage event goers to take transit, bike or carpool to events
  • Lower traffic congestion
  • Lower vehicle emissions & improving air quality
  • Make it easier for anyone to park on-street in Lloyd

During events, the on-street parking rate increases from $1.20/hour to $3/hour, and the meter hours are extended to 10 p.m. in the event district to accomplish these goals. Only events with more than 10,000 people will activate the event district.
