Apply for a Low-income Evening Access Parking pass

The Portland Bureau of Transportation (PBOT) offered an evening parking pass for qualifying low-income residents downtown in Lloyd. Passes were $23 and are valid through 2026.

Update Oct. 7, 2025

The expansion of pay-to-park hours was paused by Mayor Keith Wilson on Oct. 1, 2025. The expanded pay-to-park hours in the Downtown Parking District will revert back to the original pay-to-park hours that end at 7 p.m. on Oct. 15 except during event district hours in event district areas.

This pass is no longer offered to new applicants. Existing pass holders can continue using their pass through 2026 after 5 p.m. except during event district hours in event district areas. 

If you no longer need the pass and would like to cancel and request a refund, please email the PBOT Parking Permits team at PBOTParkingPermits@portlandoregon.gov by Oct. 31, 2025.


Overview

The City of Portland raised on-street parking rates in July 2025. They also extended hours of enforcement in parking districts. To offset costs for those living on a lower income, the Portland Bureau of Transportation (PBOT) introduced a new parking pass called the Low-income Evening Access Parking pass. 

For those meeting the requirements below, passes cost $23 and are valid through Dec. 31, 2026. Passes allow you to park on the street in metered spaces at night, except when event rates are in effect. 


Residency requirements

Only those who live in either the Downtown or Lloyd parking districts qualify for this pass. Using your address, locate your parking district using the “On-Street Parking” tab in the interactive map.

Passes are only valid in the one parking district where you live.

Passes are not valid when and where event rates are in effect in the Lloyd District or around Providence Park. For more information on these districts, use the links below:


Changing an address or vehicle

Moving between parking districts? 

Complete the online application process for a pass in your new district. Email PBOTParkingPermits@portlandoregon.gov to notify PBOT you moved. Staff will cancel your old pass and get you set up with your new address.

Changing vehicles or license plate? 

Passes are connected to your license plate. If you change vehicles or license plate and need to permanently transfer your pass, email PBOTParkingPermits@portlandoregon.gov with your pass number, new vehicle registration, new license plate number, and past license plate number.
