Parking event districts and schedules

Information
The Portland Bureau of Transportation (PBOT) uses special parking time limits and rates near venues with large events with 10,000 or more people, including the Moda Center, Oregon Convention Center, Veterans Memorial Coliseum, and Providence Park. Information provided by PBOT Parking Operations.

Background

Event districts encourage less driving and more use of public transit, biking, and other means of transportation. This relieves pressure on people who live in the area, reducing traffic, and making it easier for residents and other visitors to find on-street parking.​ Additionally, some areas near event venues are designated as restricted event districts, where eventgoers are discouraged from parking so that on-street parking.

The goals of event districts are to:

  • Encourage eventgoers to take transit, bike or carpool to events
  • Lower traffic congestion
  • Lower vehicle emissions & improving air quality
  • Make it easier for people to find parking if they need to drive

Lloyd Event District (for events at Moda Center, Oregon Convention Center, Veterans Memorial Coliseum)

How it works

The Lloyd Event District in and around the Rose Quarter goes active when a single event (or overlapping events) at Veterans Memorial Coliseum, the Moda Center, and/or the Oregon Convention Center expect to draw over 10,000 people.

Starting Dec. 31, 2025, PBOT will begin enforcing new pay-to-park requirements north of NE Broadway when the Lloyd Event District is active. New signage and pay stations are being installed in the new pay-to-park area north of NE Broadway in November and December.

Cost and hours

When the Lloyd Event District is active, pay-to-park rate for on-street parking increases from $1.80/hour to $5/hour, and the pay-to-park hours extend to 10 p.m. Event District rates begin at 8 a.m. for events starting at 5 p.m. or earlier, or begin at 5 p.m. for events that start after 5 p.m. Note: Low-Income Evening Access Parking passes are not valid in this area when the event district is active.

How it works

When there are large events at Providence Park, time limits and rates change in pay-to-park areas in two separate event districts. People are encouraged to park in the Stadium Event District (east of Providence Park and south of W Burnside Street) and discouraged from parking in the Northwest Restricted Event District (north of Providence Park between W Burnside and Irving streets). Changes are in effect for 6 hours (from about 3 hours before to 3 hours after an event begins). For example, if a game began at 1 p.m. on a Sunday, the Providence Park-related event districts would be in effect from 10 a.m. to 4 pm. Note: These special time limits and rates may be in effect when payment is not usually required.

The Stadium Event District is in the area between SW 14th and 18th avenues and between SW Salmon and W Burnside streets. This event district also includes SW 14th Avenue, between Jefferson and Salmon streets. Signs in this area say "Stadium Event Parking District."

The Northwest Restricted Event District is in the area between NW 18th Avenue and Westover Road and between W Burnside and NW Irving streets. Signs in this area say "Restricted Parking on Event Days."

Cost and hours

Stadium Event District (encouraged): When the Stadium Event District is active, pay-to-park rates for on-street parking increase from $3/hour to $7/hour, and all spaces with a 2- or 4-hour time limit converts to a 5-hour limit. People who need to park on the street for events at Providence Park are encouraged to park in the Stadium Event District. Note: Low-Income Evening Access Parking passes are not valid in this area when the event district is in effect.

Northwest Restricted Event District (discouraged): When the Northwest Restricted Event District is active, pay-to-park rates for on-street parking increase from $2.60/hour to $7/hour, and all spaces with a 4-hour limit convert to a 2-hour limit. Parking here is discouraged for eventgoers at Providence Park and is prioritized instead for Zone M permit holders as well as visitors and customers of the Northwest District neighborhood. Note: Low-Income Evening Access Parking passes are only for downtown residents to use in the Downtown Parking District and are never valid in this area.
