Zone V parking permits help make evening parking easier for Eliot residents and their guests during large events around the Rose Quarter. Permits exempt vehicles from paying to park when the Lloyd Event District is active. Online portal managed by the Portland Bureau of Transportation (PBOT)
The Eliot Neighborhood asked the Portland Bureau of Transportation (PBOT) to study parking and transportation issues in Eliot. The planning began in fall 2022.
Street parking in the Lloyd and Eliot neighborhoods will be restricted year-round during large events in and around the Rose Quarter, either 5-10 p.m. or 8 a.m. - 10 p.m. depending on the event times.
PBOT is proposing to increase the event parking rate from $5.40 to $8.00 per hour on certain block faces within the Zone V Parking Permit Area during large events. No changes are proposed to the Zone V permit. Zone V permit holders would continue to park without paying the hourly event rate.
