Lloyd Event District and Zone V Permit Area Changes 2025

Street parking in the Lloyd and Eliot neighborhoods will be restricted year-round during large events in and around the Rose Quarter, either 5-10 p.m. or 8 a.m. - 10 p.m. depending on the event times.

Background

Neighborhood representatives and the Portland Bureau of Transportation (PBOT) worked together on parking management strategies for the Lloyd and Eliot neighborhoods. First, in 2022 the Lloyd Event District was implemented to charge Rose Quarter and Convention Center event goers to park in the Lloyd neighborhood and has been effective at discouraging event goers from driving. Second, in 2024 the Zone V Permit Area was launched to prioritize parking for residents and discourage event goers from parking in the Eliot neighborhood through time limits.

A follow-up parking study in 2025 determined that the Zone V Permit Area is not operating effectively without using price to discourage eventgoers from driving and parking in Eliot. 

PBOT will be expanding the Zone V Permit Area and will be charging visitors for parking during events. These changes have been delayed, but are still planned for Fall 2025. Please check back for the latest updates or sign up for email updates.

Zone V and Lloyd Event District Expansion

The Zone V Permit Program and Lloyd Event District pricing will be expanded to the north and west, as shown on the map below. The parking changes will not be in effect until the signs are changed on the street. 

Sign Changes

New signs and paystations will be installed this fall. If you live, work, or own a business in Eliot, apply for your 2025 permit by October 1. Your parking permit will be valid and used the same way before and after the sign changes. The sign changes are intended to reduce the number of event goers who drive to events by pricing parking.
