Apply for a shared-use parking permit (pilot)

Central Eastside and Northwest district businesses wanting to free up their own parking for people who live and work in the district, may apply to the Portland Bureau of Transportation (PBOT) for a shared-use parking permit. This is a pilot program. No fee to apply.

Review requirements for each district

Northwest district

  • Applicants must be facilities that can provide at least five parking spaces above and beyond what is required for their primary users.
  • Applicants MUST be the parking facility's property owner (or their representative).
  • Applicants MUST certify that any long-term parking leases made on behalf of the facility are for employees and residents who work or live in the Northwest district.
  • Any parking facility found to be violating these requirement is subject to permit revocation.

Central Eastside district

  • Applicants must be surface parking lots that can provide monthly (or longer) parking leases that will NOT remove parking available for the primary use of the lot.
  • Applicants MUST be be the parking facility's property owner (or their representative).
  • Applicants MUST certify that any long-term parking leases made on behalf of the facility are for employees and residents who work or live in the Central Eastside district. 
  • Permits may NOT be used for daily or hourly parking.
  • Any parking facility found to be violating these requirement is subject to permit revocation.
