(Sept. 29, 2026) The Portland Bureau of Transportation (PBOT) in partnership with the Portland Clean Energy Community Benefits Fund (PCEF) will start accepting applications for the 2027/2028 cohort of community-based organizations (CBOs) to assist in delivering the Transportation Wallet: Access for All program on Oct. 5.

The Transportation Wallet: Access for All program is a transportation incentive package that provides Portlanders living on a low income with access to free transportation resources like transit passes, bike-share memberships and other transportation services. Participating CBOs can distribute Transportation Wallets to their community and receive a stipend for doing so.

Ideal CBOs have resident coordinators, case workers, or other direct contact with Portlanders living on low incomes and can support verifying eligibility, assisting people signing up for the program, activating and using the included transportation services, and answering questions.

PBOT is offering virtual information sessions for potential organizational partners to learn more about the Transportation Wallet: Access for All program on the following dates:

Each Access for All Transportation Wallet includes an annual TriMet pass for unlimited transit rides, as well as a prepaid card for use on transportation purchases, and a BIKETOWN for All membership.

The Transportation Wallet: Access for All program focuses on serving Portlanders living on low incomes across the city, with particular focus on historically marginalized communities, people of color, elders, people with disabilities, and families. The program helps recipients reduce their transportation costs, improve access to healthcare and employment, and reduce car trips while encouraging participants to try new transportation modes. Learn more by reading the program's 2025 annual report.

The Transportation Wallet program requires significant staff support from partner organizations, particularly during a two-to-three-week registration window annually. This includes outreach and recruitment of participants, one-on-one assistance for applicants filling out registration forms, collecting demographic data, communicating with PBOT regarding application issues, distributing physical Wallet packets, and assisting applicants in activating their benefits (for example, registering Hop cards and activating prepaid cards via phone or online).
