(Sept. 17, 2026) Crews working with the Portland Bureau of Transportation (PBOT) are nearly finished constructing improvements along N Willamette Boulevard between Richmond Avenue and Rosa Parks Way.
The next phase of work, installing speed cushions, will require closures of five half-mile sections of N Willamette Boulevard during daytime hours, typically 9 a.m. to 5 p.m., during the weeks of September 21 and September 28. Vehicle traffic will be detoured to N Lombard Street. Sidewalks and bike lanes will remain open. Drivers are advised to follow detour signage and avoid N Willamette Boulevard during these times. For local access to homes along Willamette, follow flaggers' instructions.
After speed cushions are installed, crews will plant the remaining street trees, complete topsoil and seeding at all completed corners and islands, and execute finishing touches on the punch list.
Speed cushion installation on N Willamette is expected to be completed in the following order:
- N Rosa Parks Way to N Chautauqua Boulevard
- N Chautauqua Boulevard to N Harvard Street
- N Harvard Street to N McKenna Avenue
- N McKenna Avenue to N Ida Avenue
- N Ida Avenue to N Richmond Avenue
The schedule is weather dependent and subject to change, so check the project website for specific details and plan to observe barricades, traffic signage and instructions from crews at the scene. This work is approved to coincide with ODOT's I-5 southbound closure.
Safety improvements should be completed in October 2026.
