(May 7, 2026) The Portland Bureau of Transportation (PBOT) advises the traveling public to expect short duration lane closures along NE Halsey Street, between NE 47th and NE 59th avenues the week of May 11 and again the week of May 25, for repairs and repaving.

A PBOT contractor will be repairing and repaving NE Halsey around the intersections at NE 57th and NE 60th avenues, requiring one-way travel and detours for two separate one-week periods. During lane closures, local access only will be provided in that direction of travel to the area between NE 47th and 57th avenues.

Crews will remove and replace the asphalt and base layer below the road surface, major maintenance work that requires significant time in each section. The fresh pavement and recently installed sidewalks and traffic signals are all part of the bureau's $9.7 millionNE 60th Avenue and Halsey Street Area Improvement Project. The project is improving safety on NE Halsey,a high crash corridor, and improving pedestrian access to bus and MAX light rail stops in the area. Modern traffic signals will be adjustable to ease traffic through the area as well.

The work this month involves two one-week lane closures, alternating direction through the corridor.

  • Westbound closed, Monday, May 11 through Thursday, May 14: The westbound travel lane will be closed, all hours all days, between NE 47th and 59th avenues. The eastbound travel lane will remain open. Westbound traffic will be directed to a signed detour via NE Glisan Street. The lane is expected to reopen the morning of Friday, May 15. 
  • Eastbound closed, Tuesday, May 26 through Friday, May 29: The eastbound travel lane will be closed, all hours all days, between NE 47th and 59th avenues. The westbound travel lane will remain open. Eastbound traffic will be directed to a signed detour via NE Glisan Street. The lane is expected to reopen the morning of Saturday, May 30. (The work begins after the Memorial Day Holiday.)

Crews will work from 7 a.m. to 5 p.m. on weekdays. Detours will remain in place overnight throughout construction.

Travelers should expect delays, proceed with caution, follow directions from flaggers, and use alternate routes when possible. Local access to homes and businesses will be maintained. Sidewalks will remain open for pedestrians at all times.

People driving through the area should stay on the detour route. It is designed to direct travelers to major area roadways that can handle larger amounts of traffic -- and reduce the impact on residential streets in the area.

The area is served by TriMet bus Line 77. Public transit will be detoured around the construction zone. Riders should checkTriMet.org for updates.

All work is weather-dependent, and schedules may change.

 

Improving safety on a high crash corridor 

This paving work at NE Halsey and 57th Avenue is part of the NE 60th Avenue and Halsey Street Area Improvement Project.

As part of this project, PBOT is replacing traffic signals on NE Halsey at 47th, 57th, and 60th avenues, repaving the roadway, reconfiguring lanes to add a center turn lane, widening sidewalks on NE 60th Avenue, and enhancing crosswalks.

There were 248 crashes that led to 174 injuries on NE Halsey Street from 45th to 65th avenues from 2014 to 2023.

Seven people suffered serious injuries: one pedestrian, three people on a motorcycle, and three people in vehicles. In addition, there were three pedestrians and three people riding bicycles that suffered moderate or minor injuries.

Crashes were concentrated at the major signalized intersections: Over two-thirds of crashes happened at 45th, 47th, 57th, and 60th avenues.

In one out of five crashes, someone disregarded the signal.

Turning movements were problematic on NE Halsey, accounting for 40% of all crashes and 71% of serious injury crashes.

The project budget is $9.67 million and is funded through House Bill 2017, Transportation System Development Charges, the City's General Fund, and the Portland Clean Energy Community Benefits Fund (PCEF).
