Traffic Advisory: PBOT begins construction on two new pedestrian crossing signals on SE 82nd Avenue at Ramona and Tolman streets on Monday, Sept. 15

(Sept. 8, 2025) - The Portland Bureau of Transportation (PBOT) continues its multi-year effort to bring urgent safety and maintenance repairs to 82nd Avenue with the construction of two new signalized pedestrian crossings.  

Contractors with PBOT will begin construction on the pedestrian crossings on Monday, Sept. 15. Construction activity will take place on SE 82nd Avenue at the intersections of SE Ramona and Tolman streets.   

As part of this project, PBOT will construct new traffic signals for 82nd Avenue and install stop signs for the cross streets. When activated, the new signals will stop traffic with a red light on 82nd Avenue for pedestrians to cross. In addition to the signal improvements, PBOT will install ADA accessible curb ramps, high-visibility crosswalks, and concrete median islands with trees and vegetation. PBOT will plant nine trees within the concrete median islands as a part of the project.  

Construction on the pedestrian crossings is expected to last up to 12 months. 

Work will be conducted in multiple phases with periods of inactivity between each phase ranging from a few weeks to several months. Construction activities in the first weeks of the project will include corner ramp improvements and underground electrical work at SE 82nd Avenue and SE Ramona Street. After those elements are complete, the contractor will complete pavement restoration at the intersection. 

After construction is complete, left turns for motor vehicles at the pedestrian crossing locations will be permanently restricted. In addition, some on-street parking will be permanently removed.  

While improvements at SE 82nd Avenue and Lambert Street were originally scoped as part of this project, current funding was not sufficient for them to be constructed. The improvements at SE 82nd and Lambert have been fully designed and PBOT has applied for additional federal funding for this intersection which will be constructed if the funds are awarded.

Work hours  

Typical work hours will be 7 a.m. to 5 p.m., Monday through Friday. There may be occasional evening or weekend work.    

What to expect during construction

  • Construction creates noise, vibration and dust.  
  • Construction activities may impact neighborhood activity and normal use of driveways or business entrances.  The contractor will provide advanced notification of impacts to adjacent property owners and residents.  
  • Expect traffic delays in and near the work area. Please observe traffic control signs and follow the directions of flaggers.   
  • On‐street parking may be temporarily restricted in and near the work zones to create a safe work environment and to stage equipment and materials.  
  • Some equipment and materials may be stored in the public right-of-way overnight.    

Traffic impacts 

The traveling public should expect lane closures and delays on SE 82nd Avenue and side streets near the work zones.  

We ask the public to travel slowly and cautiously in the work zones, observe all directions by flaggers and use alternate routes if possible.
