(August 22, 2025) The Portland Bureau of Transportation (PBOT) will begin the next phase of paving on the SW Fourth Avenue Improvement Project at 8 p.m. this Friday, Aug. 22. This phase covers SW Fourth Avenue between SW Taylor Street and SW Alder Streets. The street is scheduled to reopen by 5 a.m. Monday, Aug. 25.
This work requires a full closure of SW Fourth Avenue northbound between SW Taylor Street and SW Alder Street - the intersections of SW Yamhill Street and SW Morrison Street with SW Fourth Avenue will remain open.
Contractors working on behalf of PBOT will grind off the top layer of existing pavement and repave with new asphalt. Crews will work overnight Friday through Sunday to minimize impacts to the traveling public. Local residents and businesses can anticipate some nighttime construction noise on the evenings of Aug. 22 and Aug. 23. Crews will return after the paving is complete to adjust maintenance hole lids to match with the new pavement surface and to install concrete traffic separators.
During this work, access and egress from the 4th and Yamhill SmartPark garage at 818 SW 4th Ave will be restricted. Customers are encouraged to utilize the nearby 3rd and Alder SmartPark at 621 SW 3rd Ave, accessing it via SW Third Avenue.
During the closure people driving north on SW Fourth Avenue will be detoured at SW Salmon Street to SW Second Avenue. Detour signs will guide traffic through the area. Sidewalks will remain open for pedestrians. Public transit riders should check TriMet.org for service impacts.

Further south on the corridor, contractors will also be working at the intersection of SW Fourth Avenue and SW Sheridan Street on Friday, Aug. 22. Between 9 a.m. and 5 p.m. the intersection will be flagged to allow crews to install permanent roadway striping. People seeking to enter downtown on SW Fourth Avenue midday on Friday should expect delays.
This schedule is weather-dependent, and the schedule may change.

Have you had a chance to visit the most recent arrivals to Pioneer Place?
Mango, featuring women’s apparel & accessories, was originally founded in Barcelona. Mango’s collections interpret trends “through a Mediterranean lens.” It opened its doors downtown at Pioneer Place in April.
David Yurman, a fine jewelry store, celebrated its opening at Pioneer Place earlier this month. Both are easy to reach while nearby work is underway and are open seven days a week at Pioneer Place (700 SW 5th Ave).
Finally, consider visiting Din Tai Fung, a world-renowned Taiwanese restaurant, for “Golden Hour” from 3 – 6 p.m Mondays through Thursdays. For a limited time only at the Pioneer Place location, join them in the bar for a curated menu of specially priced cocktails and snacks, including half-size baskets of their most popular dumplings.
Shoppers at Pioneer Place who park at the 3rd and Alder SmartPark can get their tickets validated from some stores. Learn more about validated parking at the SmartPark website.
Thank you for supporting downtown businesses in the construction area!

Looking Ahead
Work on SW Fourth Avenue continues to progress northward to W Burnside Street, with a focus on replacing outdated corner ramps with new ADA-compliant ones. PBOT expects the full paving project to be completed this winter.
In addition to the weekend paving work, active construction will also be underway at other locations along SW Fourth Avenue in the coming weeks, including stormwater facility repairs at SW College Street, roadway striping at SW Sheridan, ADA corner ramp work at SW Jefferson, and additional concrete traffic separators up and down the corridor. Required sawcutting and demolition will be noisy at times.
Looking ahead, PBOT anticipates another round of paving and related road closures on the weekend of September 5, paving remaining segments between SW Salmon and SW Taylor streets. The weekend of September 12, PBOT anticipates paving between SW Pine and W Burnside streets.

The traveling public is advised to expect delays, travel cautiously, observe all closures and directions by flaggers, and use alternate routes if possible. Local access to residences and businesses will remain available. Parking near the work zone will be restricted during construction.
PBOT will provide periodic updates throughout construction on the project website. Sign up here to receive construction updates by email.
Thank you for your cooperation and patience while we complete this work.
