The Portland Bureau of Transportation (PBOT) is continuing work to design and build a new sidewalk on the south side of NE Shaver Street between NE 102nd and 115th avenues.
Earlier this year, we shared that construction was expected to begin in Fall 2025. Unfortunately, that schedule is no longer possible. The project team is working to confirm a new construction timeline, and we will share updates as soon as they are available.
The delay is due to design challenges and new City Council requirements for Right-of-Way operations. While these changes have added time to the process, PBOT staff remain committed to delivering this important project for the neighborhood and nearby schools.
You may have seen lawn signs along NE Shaver Street promoting the upcoming project. These awesome signs were created by the Parkrose Neighborhood Association to build excitement. Because of the schedule change, we are partnering with the PNA to update the signs with “2026” stickers.
In addition, the timeline for the crosswalk at NE 122nd Avenue and Beech Street will also extend into next year. More details about this crossing and other planned improvements along NE 122nd Avenue can be found on the project website.
Thank you for your patience as we work to bring these safety and accessibility improvements to your community.
Recent Updates & Next Steps
Project design
The project is in its 95% design phase and will be submitted for review in early September.
Next steps after reaching the 95% milestone:
- Finalize edits to the design
- Right-of-Way staff meet with property owners regarding any needed Temporary Construction Easements
- Prepare plans for signature from PBOT's City Engineer
Before the City Engineer signs the final plans, all Right-of-Way documents and property owner contracts must be completed. Once plans are signed, City Procurement will begin the process of requesting contractor bids for construction.
Property Owner & Resident Communications
Earlier this year, property owners and residents received letters about the project with planned changes in the public right-of-way near their home. Since then, the project manager has met with or responded to several property owners regarding their questions or concerns.
Next steps: In September and October, property owners and residents can expect to hear from the project manager about any design changes since the spring. The project manager will also follow up on any outstanding questions. Right-of-Way staff will begin contacting property owners in November, once the project receives approval from City Council.
Trees along NE Shaver Street
Parkrose is home to many mature, native trees. PBOT has been working closely with Portland Parks & Recreation’s Urban Forestry staff to minimize tree impacts along NE Shaver Street.
As part of this effort, Urban Forestry required a consulting arborist to conduct root impact assessments. Earlier this summer, 19 mature trees near the planned excavation areas were reviewed. The arborist identified potential root impacts and provided PBOT with recommendations for design adjustments, construction practices, and tree removals.
Next steps: The project team is incorporating many elements of the arborist’s analysis and Urban Forestry recommendations into the design. Any changes to tree removals or project design will be communicated with property owners and residents in the coming months.
Upcoming Project Calendar
Over the next few months, the project team will present at several public meetings. Three sessions inform Portland City Council and committees about the project and include opportunities for Council approval of Right-of-Way-related payments to property owners.
All Portlanders are welcome to attend and may provide public testimony, either in support or opposition to the project.

D1 People's Picnic at Parklane Park - this weekend!
A fun festival is coming to East Portland, bringing a little of City Hall to the community. The event will invite all District 1 neighborhoods to come together, learn about local resources, and engage with city government.
PBOT staff will be attending the upcoming event. If you’d like to connect with us to talk about transportation, this is a good opportunity to stop by and say hello.

Project background & funding
This segment of NE Shaver Street was identified as an important connection for students and families attending Parkrose Middle and High Schools in the Parkrose School District. It is also a TriMet bus route. Walking routes and challenging connections were highlighted by school communities during a Safe Routes to School outreach process held throughout 2017.
You can read more about the planning process and see a map of citywide project locations and routes on this webpage.
PBOT's Safe Routes to School program used information from the 2017 planning process to apply for $2 million in grant funding from the Oregon Department of Transportation's (ODOT) Competitive Infrastructure Grant program to build the sidewalk. Local match from the Fixing Our Streets 10-cent gas tax program and additional financial support from the Portland Clean Energy Benefits Fund are helping make this project a reality.
