(April 8, 2025) On Monday, March 31, the Portland Bureau of Transportation (PBOT) posted its 2024 Annual Report for progress under its ADA Title II Public Right of Way Transition Plan. This is a federal ADA Title II requirement of any local or state government with more than 50 employees. PBOT is required to release a report by the end of March each year per Portland City Council’s July 2021 Resolution 37543. This is our fourth annual report. It outlines PBOT’s accomplishments advancing federally required Americans with Disabilities Act (ADA) compliance for calendar year 2024.
This Annual Report shares the progress being made to modify transportation system elements such as audible pedestrian signals and sidewalks as part of the Portland Bureau of Transportation’s (PBOT’s) commitment to ensuring an accessible transportation system. Here is some of the progress the report shares.
- We provided 320 new or retrofitted audible pedestrian signal buttons at over 50 unique intersections including 11 intersections that we added in response to the needs of specific users.
- We received 1,157 sidewalk reports, inspected 1,318 properties, and closed over 800 reports.
- We applied various approaches related to multiple topics to engage community members with disabilities in our work. Their input is important to ensure compliant elements are also the most usable.
- We reported on transportation system improvements such as median islands and sidewalk infill that aren’t ADA requirements but provide safer pedestrian movement, sometimes especially for people with disabilities.
We continue to improve our planning and data collection methods for tracking accessibility improvements. We are likely underreporting the work that was completed in 2024 because our tracking tools are incomplete. We look forward to our reports becoming more thorough and comprehensive in future years.
