(Aug. 1, 2024) Paving begins on Monday, Aug. 5 on a 0.7 mile stretch of N Willamette Boulevard, from N Carey Boulevard to N Portsmouth Avenue, as part of the Portland Bureau of Transportation’s (PBOT) street maintenance program and ahead of the upcoming North Willamette Boulevard Active Transportation Corridor Project. Paving is expected to take about 10 days, with work occurring between 6:30 a.m. to 5:30 p.m. weekdays, with some weekend work.

During working hours, N Willamette Boulevard will be closed to through motor vehicle traffic and detoured to N Lombard Street between N Ida and N Portsmouth avenues. Pedestrian access will remain open. Bike lanes will be closed and detoured to sidewalks in specific work areas. TriMet buses and local access will still be allowed to drive on Willamette Boulevard with guidance from flaggers. During construction there may be periods of up to 4 hours where cars cannot enter or exit driveways directly on Willamette Boulevard while asphalt cures. PBOT crews will be on hand to assist neighbors in case of emergencies and will inform residents in advance of driveway access restrictions.

This work will set up the forthcoming N Willamette Boulevard Active Transportation Corridor Project, a $6.1 million investment in pedestrian, biking, and transit improvements along the N Willamette Boulevard corridor between N Rosa Parks Way and N Richmond Avenue. As a result of the new road configuration, which was developed after extensive community input, the last day for on-street parking on Willamette between N Carey Boulevard and N Portsmouth Avenue will be on Sunday, Aug. 4.

In a letter from the Overlook, Arbor Lodge, St. Johns, Portsmouth, and Cathedral Park Neighborhood Associations, neighborhood leaders said, “The North Portland community overwhelmingly supports PBOT’s efforts and commitments to building the Willamette Boulevard Active Transportation Corridor... We commend the work and outreach PBOT staff have committed to communicating and providing outreach to this project. We are committed to continually enhancing the livability and accessibility of our neighborhoods to all. With the Willamette Boulevard project, we believe PBOT can help with this mission and show a commitment to investing in the often overlooked communities of North Portland.”

We ask the public to travel slowly and cautiously in our work zones, observe all detours and directions by reader boards and flaggers, and use alternate routes if possible. Expect dust, noise, vibrations, and heavy equipment on N Willamette Boulevard and side streets. As always, please keep our crews safe by following all traffic control signs and flaggers while travelling through or near work zones.
