Verify the pothole

How deep is the defect? If it is shallow, and only damaged slightly above the top surface- it could be a delamination.
Is the shape rectangular? It could have been made intentionally to access utilities, contractors are responsible for these repairs.
Is it a deep hole which reaches beyond the base of the road? It could be a sinkhole.
