PBOT is updating administrative rule TRN 15.01 - New Mobility - Shared Electric Scooter governing e-scooters in the City of Portland. Administrative Rule TRN 15.01 - New Mobility - Shared Electric Scooter establishes additional rules and parking regulations for the regulation of the 2019-2022 E-Scooter Pilot.

Public Comment Draft: Updates to TRN 15.01 – New Mobility – Shared Electric Scooters

Per TRN 16.01 – Administrative Rules and Procedures, the Portland Bureau of Transportation (PBOT) is publishing recommended updates to TRN 15.01 – New Mobility – Shared Electric Scooters for 30 days of public comment. PBOT will be accepting public comment for this Tier 1 update until 5:00pm on July 1, 2022. Any comments must be submitted to pbotpolicycomments@portlandoregon.gov. All comments received will reviewed by PBOT staff.

Proposed effective date of July 1, 2022.

The proposed changes include:

  • Updating the end date of the e-scooter pilot program from June 30, 2022 to December 31, 2022 to provide PBOT flexibility to extend the pilot, if necessary, to accommodate changes in the timeline for launching a longer-term e-scooter program.
  • Updating language about ending the pilot and revoking permits to deploy a longer-term Shared Scooter system.
  • Clarifying the billing process for the Pilot Permit Fee.
  • The amended date in the footer will be finalized after the public comment period.
