Low-Income Pricing Plans

As part of the 2019-20 E-Scooter Pilot Program, scooter companies are required to offer discounted pricing for Portlanders living on low incomes. This page contains information about each company’s discounted pricing plan and how to apply.

Bird Access (black scooters) 

Who qualifies? 
Users currently enrolled in a state or federal assistance program, including but not limited to Oregon Health Plan/Medicaid, SNAP, and discounted utility bills. 

Price
The first 50 rides of 30 minutes or less each month are free of charge

Email proof of enrollment in a state or federal assistance program, along with full name and phone number, to access@bird.co. Approval takes approximately 2 to 3 business days.  

Red, White, and Bird
Bird waives the initial $1 unlocking fee for active-duty U.S. military service members and veterans. Email access@bird.co to enroll. Approval takes approximately 2 to 3 business days. 


Bolt (yellow and black scooters) 

Who qualifies? 
Riders who can demonstrate enrollment in federal and state assistance programs (SNAP, utility bills, etc.), active-duty U.S. military service members and veterans

Lime Access (green scooters) 

Who qualifies?
Users who demonstrate eligibility for or participation in any federal, state or local assistance program (for example, SNAP or utility bill discounts)

Unlock a scooter for $0.50 and ride for $0.07 per minute

Who qualifies?
Users who demonstrate eligibility for or participation in any federal, state or local assistance program (for example, SNAP or utility bill discounts)

Unlock a scooter for $0.50 and ride for $0.15 per minute

Spin (orange scooters)  

Who qualifies?
Users who make less than double the federal poverty level for their household size or are enrolled in one of the following programs:  

     - Oregon Health Plan/Medicaid     
     - SNAP: EBT (Electronic Benefits Transfer) Card     
     - Temporary Assistance for Needy Families (TANF)     
     - Free & Reduced Price Lunch     
     - HUD Housing Choice Voucher     
     - LIHEAP (Home Energy Assistance)   
     - Employment Related Day Care     
     - Women Infants and Children (WIC)
