Background

PBOT is working to improve intersections along NW 21st Avenue and NW 23rd Avenue in coordination with the Bureau of Environmental Services (BES) Lower Northwest Sewer and Stormwater Project. Construction of the sewer capacity project, in partnership with PBOT, will make improvements to at least 10 intersections in the Northwest District, but has been paused until spring 2032. PBOT has begun design on these two projects recommended by the Northwest Parking District Stakeholder Advisory Committee in advance of the collaboration with BES.

The following document summarizes community engagement and recommendations from the planning phase of the NW 21st & 23rd Intersection Enhancement Project in the spring and summer of 2023.
