New Administrative Rule: TRN-xx.xx (Sight Distance Requirements at Intersections and Mid-block Pedestrian Crossings)

The Portland Bureau of Transportation (PBOT) is proposing a new administrative rule -TRN xx.xx (Sight Distance Requirements at Intersections and Midblock Pedestrian Crossings), which establishes dimensions for clear sight triangles, which are triangular shaped areas formed to maintain visibility for users of the transportation system, on City streets. The rule will be used in the design of intersections and enforcement. It does not address parking related obstructions. 

The proposed rule details visibility requirements for several intersection types.

These requirements were previously included in PBOT's clear view brochure, and are now being moved into an administrative rule. 

This rule is intended to promote multimodal safety by requiring property owners or occupants to keep intersections and midblock pedestrian crossings free of obstructions that block visibility for drivers, bicyclists, and pedestrians. 

Portland City Code Chapter 3.12 establishes the authority of the City Administrator regarding this administrative rule.

This administrative rule will be effective 30 days after adoption.

Per PCC 1.05 and TRN 16.01 – Administrative Rules and Procedures, PBOT is publishing the proposed administrative rule for 30 days of public comment. PBOT will be accepting public comment for this Tier II update until 5 p.m. on July 2, 2026. Comments on the proposed update may be submitted to pbotpolicycomments@portlandoregon.gov. A summary of comments received and the City's response will be posted below.
