The Portland Bureau of Transportation is deleting an administrative rule: TRN-9.04 (Drop Curbs, Handicap Ramps & Temporary Curb Crossing). More information can be found below.

The Portland Bureau of Transportation (PBOT) is deleting TRN-9.04 - Drop Curbs, Handicap Ramps & Temporary Curb Crossing. 

The process and terms described in the current rule are outdated, and the updated requirements are recommended to be included in a standard drawing rather than an administrative rule. 

Portland City Code Chapter 3.12 establishes the authority of the City Administrator regarding this administrative rule.

Changes to this administrative rule will be effective one month after final approval. 

Per PCC 1.05 and TRN 16.01 – Administrative Rules and Procedures, PBOT is publishing the proposed administrative rule for 30 days of public comment. PBOT will be accepting public comment for this Tier I update until 5 p.m. on July 25, 2025. Comments on the proposed deletion may be submitted to pbotpolicycomments@portlandoregon.gov. A summary of comments received and the City's response will be posted below.
