The Portland Bureau of Transportation (PBOT) is updating TRN-10.45 - Relocation Process for Public Utilities.
PBOT’s TRN-10.45 outlines the policy framework for utility conflict detection during plan reviews of capital and public works projects. The rule specifies information required from utility providers, establishes a timeline for submissions, and governs the use of the relocation directive letter process.
The proposed updates to TRN-10.45 aim to support better identification of project conflicts and promote improved project coordination. This update includes the following changes:
- Enhanced Information Requests: Updates to the type and scope of information requested from utilities to provide more comprehensive and useful data for project managers.
- Elimination of 30-Day Timeline: Removal of the 30-day timeline for issuing relocation directive letters. Directive letters will have a tighter tie to project timelines.
- Discontinuation of Interim Letters: Elimination of the interim relocation directive letter process. With the elimination of the 30-day requirement, the interim letter is no longer necessary.
- Compliance Measures: Introduction of compliance provisions addressing delinquent utility relocations. Code authority for compliance has always existed. This update describes how PBOT will implement that authority related to relocations.
These changes are designed to improve coordination and accountability between PBOT and utilities while streamlining the relocation process.
Portland City Code Section 17.56.060 establishes the authority of the City Administrator regarding this administrative rule.
Changes to this administrative rule will be effective upon adoption.
Per TRN 16.01 – Administrative Rules and Procedures, PBOT is publishing the proposed administrative rule for 30 days of public comment. PBOT will be accepting public comment for this Tier II update until 5 p.m. on March 10, 2025. Comments on the proposed rule may be submitted to pbotpolicycomments@portlandoregon.gov. All comments received will be reviewed by PBOT staff and will be posted below.
A virtual public hearing will be held by request only, from 2:15-3 p.m. on Wednesday, March 12. The public may request a hearing by emailing pbotpolicycomments@portlandoregon.gov no later than 5 p.m. on Wednesday, March 5. If no hearing is requested, PBOT will cancel the hearing.
