The Portland Bureau of Transportation (PBOT) is developing a new administrative rule, which establishes and standardizes program guidelines for sign donations within the public right-of-way. The City periodically receives requests to place signs in the right-of-way for the purpose of identifying a neighborhood, public agencies, non-profits, or private companies. In order to allow these types of identification signs, the City has developed a donation program to govern and allow signs to be donated to the City under certain conditions.

Portland City Code Section 3.12.010 establishes the authority of the City Administrator to adopt administrative rules.

This administrative rule will be effective upon adoption. 

 Per TRN 16.01 – Administrative Rules and Procedures, PBOT is publishing the proposed administrative rule for 30 days of public comment. PBOT will be accepting public comment for this Tier II update until 5 p.m. on March 10, 2025. Comments on the proposed rule may be submitted to pbotpolicycomments@portlandoregon.gov. All comments received will be reviewed by PBOT staff and will be posted below. 

There was no request received for a public hearing, so the public hearing is cancelled.
