The Portland Bureau of Transportation is updating an administrative rule: TRN-2.07 (Over-Dimensional Permits). The proposed update to the rule and description of the changes can be found below.

The Portland Bureau of Transportation (PBOT) is updating TRN-2.07 - Over-Dimensional Permits.

PBOT is proposing several updates to this administrative rule, including:

  • Simplifying permit insurance requirements to match state and federal requirements,
  • Updating limits for truck dimensions to correlate with state requirements,
  • Clarifying route restrictions, which includes new language for pilot vehicles, and
  • Clarifying weight limits for emergency vehicles, complying with new federal standards.

This administrative rule was last updated in 2004, so these changes are meant to bring the rule in line with current processes and requirements.

Portland City Code Section 3.12.010 establishes the authority of the City Administrator to adopt administrative rules.

Changes to this administrative rule will be effective 30 days after adoption.

Per PCC 1.05 and TRN 16.01 – Administrative Rules and Procedures, PBOT is publishing the proposed administrative rule for 30 days of public comment. PBOT will be accepting public comment for this Tier I update until 5 p.m. on December 15, 2025. Comments on the proposed update may be submitted to pbotpolicycomments@portlandoregon.gov. A summary of comments received and the City's response will be posted below.
