The Portland Bureau of Transportation is updating an administrative rule: TRN-2.07 (Administrative Rules and Procedures). The proposed update to the rule and description of the changes can be found below.

The Portland Bureau of Transportation (PBOT) is updating TRN-16.01 (Administrative Rules and Procedures), which defines outreach activities that PBOT undertakes for proposed new administrative rules or changes to existing rules.

The City recently established baseline minimum requirements for administrative rule notices and opportunity for comment in Portland City Code (PCC) Chapter 1.05.

The changes to TRN-16.01 are intended to maintain PBOT's standards for public engagement for its administrative rules, while minimizing language that is redundant due to the procedures now defined in PCC Chapter 1.05. 

Portland City Code Section 3.12.010 establishes the authority of the City Administrator to adopt administrative rules.

Changes to this administrative rule will be effective 30 days after adoption.

Per PCC 1.05 and TRN 16.01 – Administrative Rules and Procedures, PBOT is publishing the proposed administrative rule for 30 days of public comment. PBOT will be accepting public comment for this Tier I update until 5 p.m. on December 15, 2025. Comments on the proposed update may be submitted to pbotpolicycomments@portlandoregon.gov. A summary of comments received and the City's response will be posted below.
