The Portland Bureau of Transportation (PBOT) is developing a new administrative rule regarding administrative suspensions. There are certain situations that may cause a driver to have their license suspended, which are not related to moving violations. The Private for-Hire Transportation Advisory Committee recommended that PBOT Regulatory Division take a close look at the purpose of using administrative suspensions as reasons for disqualifying potential PFHT drivers. After careful consideration of the list recommended by the Advisory Committee, PBOT Regulatory Division is removing a subset of the administrative suspensions from the list of disqualifying factors that are weighed when determining if an application is eligible for a Private for-Hire Transportation driver permit.
Per TRN 16.01 – Administrative Rules and Procedures, PBOT is publishing the proposed administrative rule for 30 days of public comment. PBOT will be accepting public comment for this Tier II update until 5 p.m. on Tuesday, October 1, 2024. Comments on the proposed rule may be submitted to pbotpolicycomments@portlandoregon.gov. All comments received will be reviewed by PBOT staff and will be posted below.
