The 2045 Transportation System Plan (TSP) Scope of Work outlines how the City will update Portland's long-range transportation plan to guide investments and policies through the year 2045. It describes the goals, timeline, and major tasks for the update.
The 2045 Transportation System Plan Engagement Plan describes how the City will involve the public and partners in shaping the updated plan. It outlines strategies to reach a broad and representative range of Portlanders, with an emphasis on inclusive, equitable, and accessible engagement. The plan explains when and how people can participate, how feedback will be gathered and shared, and how community input will inform decisions throughout the 2045 TSP update.

As part of the 2045 TSP update, the Portland Bureau of Transportation is refining the definition and application of Key Destinations to better guide system planning and project prioritization. Key Destinations are defined as destinations determined locally that are expected to attract a higher-than-average rate of pedestrian, bicycle, or transit trips.
As a companion piece to the 2045 Transportation System Plan, PBOT developed an accompanying document and an upcoming video exploring the racist history of transportation planning and provision in Portland. Featured as a key part of the Plan's major equity analysis, understanding this history is vital in ensuring that informed transportation and land use decisions avoid perpetuating harms to underserved populations and continue the meaningful pursuit toward transportation justice. This report outlines the processes, public involvement, and initial outcomes of developing the the 2045 Transportation System Plan's Vision, Goals, and Objectives. The report synthesizes what community members value most for Portland's transportation future, drawing from 3,000 wishes gathered through surveys, letters, advisory body input, and in-person outreach.
