The Government Transition Advisory Committee (GTAC) offers advice to Portland's council, City Administrator Michael Jordan and the transition team on issues related to the development and implementation of the City’s transition to the new form of government.
On Oct. 23, the GTAC spoke at a council meeting and presented their recommendations on the new form of government. Their presentation focused on these concepts: engaging with City government, setting up council and council committees, and participating in the City’s new budget process.
Councilors and the GTAC also discussed future council staffing, budget engagement, advisory bodies, community engagement, change management, and onboarding Portland’s incoming elected officials. The GTAC is slated to present these same recommendations to the new council before their tenure ends in March 2025.
Actively engaging the community and preparing Portlanders for the new form of government
The GTAC is also the main public engagement body for the transition, and regularly conducts community education and outreach to Portland community groups to share how the City is implementing the voter-approved charter amendments.
Since their inception, the GTAC completed 138 presentations, including meeting with more than 50 neighborhood and business district associations.
To date, 42% of their presentations are with community groups who have historically been left out of City Hall decision-making. From January to March of 2025, the GTAC will continue to provide presentations to community on their new City leaders, how to engage with the new City government, and to share their recommendations for the new government. The GTAC also wants to collect feedback on ranked-choice voting.
The GTAC’s next meeting is on Wednesday, Nov. 13 at 6 p.m. The public is always invited to attend in-person or virtually. The committee is slated to discuss: the City administrator recruitment, change management and employee engagement, and priority issues for the new City leaders.
