Rosalynn Hughey, Deputy City Manager, City of San Jose
With a career in local government spanning over 35 years, Rosalynn Hughey currently serves as Deputy City Manager and Acting Housing Director for the City of San José. She provides leadership and coordination for city offices shaping the future of the City—including planning, housing, transportation, economic development, and cultural affairs. Building on her expertise in urban planning, Rosalynn’s career has centered in city building, civic engagement, and “leading with people.” Rosalynn has also served the City of San José as Assistant Director and Director of the Department of Planning, Building and Code Enforcement.
Prior to joining the City of San José in 2014, Rosalynn was Deputy Director for the Washington, D.C. Office of Planning. She is a member of the American Planning Association and serves on several boards including Urban Land Institute-San Francisco, American Leadership Forum-Silicon Valley, WeHOPE, SPUR San José, and Cristo Rey San José High School Corporate Work Study Board.
Stephanie Betteridge, Chief Innovative Officer, City of Bend
Stephanie Betteridge is a strategic thinker and innovative problem solver focused on improving local government. She joined the City of Bend as the Chief Innovation Officer in 2019 and leads the City’s innovation efforts, which are grounded in using data, technology and process improvement to improve services and meet the changing needs and expectations of the community. In addition, Stephanie oversees the Information Technology, Performance Management, Project Management, Sustainability, Equity, and Employee Experience and Engagement departments. Prior to joining the City of Bend, she served as the Chief Information & Innovation Officer for the City of Gresham, Oregon where she led the city’s data, technology and innovation efforts.
Stephanie is committed to giving back to her community and the local government profession by serving as a mentor and actively participating in the Oregon City County Managers Association (OCCMA, Bloomberg Philanthropies Chief Innovators Network, and Leadership Bend. Outside of work, Stephanie enjoys exploring the natural beauty of the Pacific Northwest with her family.
Matthew Whelan, Deputy Chief Administrative Officer, City of Albuquerque
Matthew Whelan is an accomplished leader with extensive project management skills. He has roots in Las Cruces, NM where he started his professional career as a teenager working for his grandfather’s sanitation company, Silva Sanitation. He has served as the Director of Solid Waste Management and previously as the Deputy Director of the Parks and Recreation Department. His career with the City of Albuquerque started as a Principal Accountant for the Department of Finance Administrative Service before advancing to the Parks and Recreation Department where he first became the Fiscal Manager, then the Deputy Director.
Mr. Whelan has over 11 years of experience in finance and accounting, including auditing for City, County and Tribal Governments. Prior to the City of Albuquerque, he worked for six years with REDW, LLC one of the largest certified public accounting and business consulting firms in the Southwestern United States, with its main office located in Albuquerque. He is experienced in preparation and compilation of financial statements for government as well as non-governmental entities. Mr. Whelan holds degrees in Accounting and Finance Administration from New Mexico State University.
