Transition Budget
The FY 2023-24 Revised Budget includes approximately $15.7 million in one-time resources to implement voter approved changes to the City’s government.
Transition Staff
Of the $15.7 million, about $5.4 million in one-time General Fund resources is allocated for transition staff support with project management, communications, elections staff, as well as human resource and financial and monitoring analysis support. Transition staff are housed throughout the city, including the Mayor’s Office, Auditor’s Office, the office of the Chief Administrator, City Budget Office, and the Bureau of Human Resources.
Engagement
The $5.4 million is also supporting community engagement, communications, and community bodies, including the Independent District Commission and Salary Commission and the ongoing work of the Government Transition Advisory Committee. A portion of the roughly $5.4 million is going toward a change management partner to support the City’s development and implementation of our change management approach.
Facilities and Policy Set-Asides
The current year budget also includes roughly $7.2 million in one-time resources to implement facility improvements needed to accommodate the 12 Council Offices, Council Chambers, the Mayor and the City Administrator’s Office as part of voter approved changes to the City’s government. This effort uses an internal loan from the Facilities Fund, with a payback period over the next seven years from the General Fund and City bureaus. Lastly, the current year budget includes $3.1 million in policy set-aside resources to support one-time Charter Transition costs. Any unspent funds will be carried over to address one-time Charter transition costs in FY 2024-25.
