Referrals: Participants are discouraged from lining up more than half an hour prior to opening.  The site will use a “night after” reservation system. Participants will be guaranteed their bed from the previous night for the following evening. New participants will be registered and allocated remaining available beds.

Shelter Capacity: The site is open with 30 sleeping units, but will expand to 80 beds in the near future.

Open Since: November 2025

Shelter Type: Emergency Overnight Congregate Shelter, specializing in services for adult men and women participants. As this is a recovery-oriented site, the expectation is that participants will arrive to the shelter sober.

In October 2025, Mayor Keith Wilson announced the partnership with CityTeam to assist with operations at the CityTeam Grand Shelter site as part of the mayor’s initiative to substantially reduce unsheltered homelessness in the City of Portland.  The site serves only adult participants and is focused on recovery.  Sobriety is expected of participants on arrival at the site.
