Expansion of Multnomah Safe Rest Village
(August 2024 Update)
Construction is finished and the expansion is ready to open! We sent a mailer on August 21st, 2024 to let the neighborhood know to expect more participants at the Village. Intakes will be gradual to allow time for both shelter participants and staff to adjust to the new size.
(April 2024 Update)
Construction will start very soon on the expansion, following the phasic map we showed previously. The site will follow the design shown in the conceptual drawing below. A mailer was sent with this graphic on April 10th, 2024. Read the translations here:
Construction activities will include digging to install different utilities, as well as respositioning the large light on the property. Regular construction updates will be shared through the Multnomah Neighborhood Association.
(March 2024 Update)
We have announced the phasic process for construction that we will use for this site. The front of the site will be built out first, participants will move in to the front area, and then we will follow up with construction of areas 2 and 3. You can see the construction plan here:

(Dec. 2023 update)
The houseless crisis continues. The need to provide safe, stable, outdoor shelters with services for people experiencing houselessness not ready to move directly to housing continues. Our Safe Rest Village team receives daily requests for referrals from individuals in need, outreach staff, and people wanting to support their unhoused neighbors, among others. The second Temporary Alternative Shelter Site was recently announced and planning for construction has begun, but the need is still great.
Given the need and given the Multnomah Safe Rest Village is our smallest site, with only 30 units, the City will be expanding this shelter’s capacity in the coming months, to better meet the need.
We held a listening session on November 29th at the Multnomah Arts Center to hear your thoughts and concerns. We have put together a report for you to read that goes over the general concerns and questions and our responses. Additionally, it contains notes from the meeting and the direct questions and comments that were shared with us for transparency. It was shared with the community on December 29th, 2023.

What's Next?
Our engagement does not stop with the listening session. We will continue to attend Neighborhood Association meetings to provide updates, as well as our normal monthly Community Advisory Committee meetings. Additionally, we will send more mailers as construction continues, as well, for wider updates.
