Recovery Services at Multnomah Safe Rest Village

As the City has expanded its portfolio of homeless services, a clear need has emerged for more services for people want to start their recovery journey, or who are in active recovery from drugs and alcohol and are in need of shelter. After opening two new recovery-focused overnight shelters in recent months and adding wellness areas designed to support people in recovery at several existing alternative shelters, the Shelter Services team is converting one alternative shelter location – Multnomah Safe Rest Village – into a full-time recovery focused facility. Starting in Fall 2026, the Multnomah Safe Rest Village will offer structured, recovery-centered accommodations and supports for individuals experiencing substance use disorders, to help them achieve stability, sustained sobriety, and long-term housing.

This change will mean a new shelter model for the site, with new protocols for providers, case managers ready to provide recovery-oriented support, peer and group support options, life skills and employment readiness development, and coordination with a host of partners in behavioral health and transitional housing.

We provided this Q & A Document on July 24, 2026 to the Multnomah Neighborhood Association based on questions received by the community. It includes programmatic information and funding information for the new recovery program. If you have other questions not answered within the document, please reach out to shelterservices@portlandoregon…

Good Neighbor Agreement

The City of Portland has recently updated its community engagement strategy around all City contracted shelters. Although the City is no longer creating new Good Neighbor Agreements (GNA), previously established GNA commitments pertaining to livability will be honored.  Please read the updated Community Engagement Page to see the City's standardized engagement strategy, which is available to all community members. Note: Community Advisory Committee (CAC) meetings as previously structured will be phased out.
