We offer flexible loans for eligible properties to perform environmental cleanup. Nonprofit organizations may be able to access these funds as grants.
We offer financial assistance for eligible properties to receive environmental site assessment reports. Projects must demonstrate financial need and community benefit. Please give us a call to find out if your project is eligible. Applications are accepted on a rolling basis.
If you have a project that benefits your community and the environment, you can apply for a Community Watershed Stewardship Program (CWSP) grant of up to $12,000. The two-page pre-application for projects is due by 4 p.m. on the first Friday of February each year.
To get a 1200-Z or 1200-A general NPDES stormwater discharge permit for an industrial site in City limits, start here. We receive and process applications for general stormwater permits. The City is the authorized agent for the Oregon Department of Environmental Quality (DEQ).
The Community Watershed Stewardship Program provides funding for native plants that benefit water quality and the watershed. Gift certificates from Bosky Dell Native Nursery are available to community groups or individuals planning to improve community spaces. Applications accepted year-round.
Percent for Green grants support community groups who would like to complete large-scale green infrastructure projects with benefits for watershed health and the community. Pre-applications are accepted in the spring.
Grants support community groups who would like to undertake projects and activities that support community participation in the Superfund cleanup process. Grants range from $5,000 to $50,000. Applications are due May 21, 2021.
With Treebate, you can receive a one-time credit on your City of Portland sewer/stormwater/water utility bill for planting a tree in your yard or garden. Purchase, plant, and apply from September 1 through April 30 for a credit of up to $50 per tree.

If you received a required connection notice from the City that you need to correct your sewer connection, then you can apply for a sewer loan. Loans are available for City fees and plumbing costs. Environmental Services is the contact for all sewer connection loans.
The Portland Water Bureau offers a rebate for commercial ice machine upgrades. When you replace a water-cooled ice machine with an eligible air-cooled model, you can qualify for a rebate worth 50 percent of the cost of the new eligible ice machine up to a maximum of $3,000.
Your company may need a permit or other authorization to discharge wastewater into City sewers. To find out, first complete this environmental survey. We will review your completed survey and notify you if your company requires authorization or permit.
Looking for ways to save water and money at your commercial facility, business, restaurant, or multi-family property? The Portland Water Bureau's custom water efficiency rebate program will pay for half of your approved water efficiency project costs up to a maximum of $5,000.
Rebates are available for WaterSense-labeled irrigation controllers and multistream rotator sprinkler nozzles. Anyone with an active City of Portland sewer, stormwater, and water account can apply for rebates. Annual backflow testing must be up to date.
