Shelter Operator: All Good Northwest

Shelter Capacity: 35 sleeping units  

Shelter Type: Alternative outdoor shelter, serving the LGBTQIA+ community

Shelter Access:

  • The site is hard-packed gravel, with accessible cross-grades.
  • Accessible ramps provide access to the shared structures (restrooms/showers/laundry and kitchenette), and gate shack.
  • 7 sleeping units near shared structures have access ramps.
  • All 7 sleeping units with ramps are placed near the front of the village for easier access and emergency response.
  • For safety and accessibility lights are throughout the village.

Where: Downtown Portland

Address / Land Owner: 2185 SW Naito Parkway. Two adjacent parcels, one owned by the Portland Bureau of Transportation (PBOT) and the other by Oregon Department of Transportation property (ODOT).

Queer Affinity Village site plan

This is one of two Alternative Shelters, along with Safe Rest Villages.  Thanks to the federal grant from the American Rescue Plan (ARPA) the City's Safe Rest Village team is responsible for the installation of the physical infrastructure.  The City also channels funding to the County's Joint Office of Homeless Services to manage the shelter operator, All Good NW, which provides on-site case management, and mental and behavioral health support.

As at all other sites managed by the SRV team, our community engagement team is working with local stakeholders on a Good Neighbor Agreement.  For this location, our stakeholder group includes representatives from the Portland Downtown Neighborhood Association, leadership from the nearby Bridges Middle School and Portland International School, as well as other nearby residents. Meetings with this group have been underway since February 2022.
